This opportunity is for providers of residential care and support services for homeless veterans in Northern California: - Government Buyer: - Department of Veterans Affairs (VA), Network Contracting Office 21 (NCO 21), Office of Acquisition and Material Management - Contracting Officer: Joshua Barrios - Services Requested: - Emergency housing (up to 90 days per stay) for homeless veterans - Substance Use Disorder (SUD) and mental health treatment - Case management, care planning, and independent housing placement support - 24/7 facility staffing, meals, and transportation assistance - Facilities must be located in Sacramento, Placer, or Yolo County, California - Each facility must offer 6 to 12 beds, with a maximum of 16,500 bed days over the contract - Products/Line Items: - Five annual line items (one per ordering period), each for approximately 2,190–2,196 bed days of emergency housing and support services - Unique/Notable Requirements: - Strict geographic limitation to the three specified counties - Performance standards include occupancy rates, negative exit monitoring, and quarterly/annual assessments - Indefinite Delivery Indefinite Quantity (IDIQ) contract structure with monthly invoicing based on occupied bed days - Maximum contract value of $6.5 million - No specific OEMs or commercial vendors are named in the solicitation - Opportunity is open to qualified residential care providers with experience in SUD and mental health services for homeless populations

Description

The Department of Veterans Affairs, Network Contracting Office (NCO) 21, has a requirement for Health Care for Healthcare for Homeless Veterans (HCHV) Contract Residential Services (CRS) in Sacramento, Placer or Yolo County for Substance Use Disorder (SUD) and Mental Health Services for VA Northern California Health Care System (VANCHCS) in accordance with the performance work statement contained herein.

The solicitation does not have a set aside. The North American Industry Classification Systems (NAICS) is 623220, size standard $19M. Contractors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Carefully read FAR 52.212-1 Instructions to Offerors and VAAR 852.273-73 Evaluation - Health-Care Resources in order to respond to this RFQ. Failure to do so may eliminate your response from being considered for award. IAW FAR 16.504, the Government intends to award a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) Contract as a result of this solicitation.
