The USDA Forest Service, Hoosier National Forest, is seeking small business contractors to conduct rare insect surveys across three barrens ecosystems in Perry County, Indiana. - Government Buyer: - US Department of Agriculture (USDA), Forest Service, Hoosier National Forest, CSA East 1 office - Key contact: Patrick Jones - Scope of Work: - Conduct rare insect surveys at Boone Creek, Clover Lick, and Harding Flats Barrens - Each location requires 8 survey visits, each consisting of 3 consecutive days of sampling - Surveys target specific insect taxa: Lepidoptera, Orthoptera, Hymenoptera, and Homoptera - Deliverables include detailed survey reports comparing current and past insect populations, with restoration recommendations - Sampling must occur between April and October, with all work completed by March 31, 2028 - Key Requirements: - Expertise in insect taxonomy, ecological surveying, and field sampling - Use of GPS and data analysis for ecological data - Project Lead and Entomologist required as key personnel - Adherence to specific sampling methodologies and quality inspections by the Contracting Officer’s Representative (COR) - OEMs and Vendors: - No specific OEMs or commercial product vendors are named; this is a service-based procurement - Products/Services Requested: - Rare insect survey services (no physical products or part numbers except for one NSN reference) - 8 survey visits per site (Boone Creek, Clover Lick, Harding Flats, Barrens) - Final report summarizing findings and restoration recommendations - Unique/Notable Requirements: - Focus on rare insect species to inform future restoration planning - Small business set-aside, including women-owned and economically disadvantaged women-owned small businesses - Technical capability, past performance, and price will be evaluated

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued.

Solicitation number 12443926Q0149 is issued as a Request for Quotation (RFQ) for Barrens Rare Insect Surveys to plan for future Restoration Areas.
