This opportunity seeks repair and replacement of dock fender hardware for the 841st Transportation Battalion at Joint Base Charleston, led by the U.S. Air Force (628th Contracting Squadron). - Government Buyer: - U.S. Air Force, 628th Contracting Squadron, Charleston AFB, for the 841st Transportation Battalion at Joint Base Charleston Weapons Station - Products Requested: - Swivel-Eye End Assemblies (33 total) - Marine-grade, hot-dipped galvanized, must meet/exceed 1-3/4" Grade 3 chain breaking strength (~329,000 lbs) - 1-1/2" Hot-Dipped Galvanized (HDG) Bolt-Type Shackles (55 total) - Anchor shackle, forged carbon steel bow, alloy steel bolt, 1.63" pin diameter, 17 metric ton working load, Fed. Spec. RR-C-271D, Type IVB, Class 3 - 316 Stainless Steel Cotter Keys (88 total) - 5/16" diameter x 2-3/4" length, corrosion resistant, for locking 1-3/4" bolt-type shackles - Services Requested: - Removal, replacement, and reinstallation of dock fender hardware - Recovery and reinstallation of three staged fenders into the water (with possible government assistance for lifting) - Site cleanup after installation - Unique/Notable Requirements: - All products must meet stringent marine-grade and federal specifications for strength and corrosion resistance - Contractor must coordinate with base security and port operations for access and scheduling - Strict compliance with site visit, identification, and access documentation procedures - All labor, materials, tools, and safety equipment to be provided by the contractor - No specific OEMs or brand names are specified; products must meet or exceed the technical specifications outlined.

Description

This solicitation is for the provision of supplies and services for the reparir of Dock Fender Hardware for the 841st Transportation Battalion. 

The Contractor shall provide all personnel, management, supervision, vehicles, labor, tools, materials, travel, and safety equipment necessary to perform repairs in accordance with the requirements specified within this solicitation.

Please be advised that the full requirements, including Instructions to Offerors (FAR 52.212-1) and the basis for evaluation (FAR 52.212-2), are detailed in the solicitation attachments. A thorough review of all attached documents is required for a compliant submission.

SITE VISIT: 

A site visit will be conducted 10:00 AM EST, 29 July 2026. Offerors shall meet the Government Representative(s) at JB CHS-Weapon Station visitors center,1050 Remount Rd, North Charleston, SC 29406. All prospective Offerors are urged to attend this conference and are requested to contact the Contract Specialist, SSgt Levi Mowrey at levi.mowrey@us.af.mil

IMPORANT:

There are multiple vistor centers located at Joint Base Charelston. Ensure the visitor center you navigate to is located on 1050 Remount Rd. Failure to meet the Government Representative(s) before or at 10:00 AM EST, 29 July 2026, may result in nonadmission to the site visit. 

QUESTIONS:

Questions provided by potential offerors in response to the site visit must be submitted electronically to the Contracting Specialist, Levi Mowrey at Levi.Mowrey@us.af.mil by 30 July 2026, 12:00 PM EST. 

DOCUMENTATION:

Prospective offerors must provide their Company Name, SAM UEI/Cage Code, and a completed Attachment 2. JB CHS Form 111 Contractor Access Worksheet for EACH individual who plans to attend, and front & back scanned color copies of each individuals Real ID (or Driver’s License and Passport) planning to attend the site visit. 

This documentation shall be provided to Contract Specialist Levi Mowrey at Levi.Mowrey@us.af.mil no later than 27 July 2026, 12:00 PM EST. Offers who fail to provide documentation before 27 July 2026, 12:00 PM EST., will not be given base access for this site visit. Offerors who do not provide the required documents above or fail to provide the required documents in their entirety will not be provided with base access and will not be able to attend the site visit. 

Offerors are advised traffic may be congested at the designated location and attending personnel will be required to obtain a base pass to attend the site visit. The base pass process may be time-consuming and is dependent upon the number of attendees. Offerors are advised to arrive early to be included in the site visit. Attending personnel must bring their completed JB CHS Form 111 and valid identification(s) i.e. Real ID, Driver’s License, and Passport issued by their respective state to obtain base access. If an individual’s identifications are no longer valid (i.e. Expired) they will not be permitted base access for this site visit.
