Description

The U.S. Department of Health and Human Services (HHS) rescinds the Guidelines for Eliminating Discrimination and Denial of Services on the Basis of Race, Color, National Origin, Sex, and Handicap in Vocational Education Programs originally issued in 1979. These Guidelines were developed in response to litigation concerning enforcement of Title VI of the Civil Rights Act of 1964 and the Federal vocational education program structure at that time. Since the establishment of the U.S. Department of Education in 1980, administration of these programs and associated civil rights compliance transferred to the Department of Education. The rescission removes the Guidelines and related cross-references from HHS regulations to promote regulatory clarity without changing substantive obligations under Title VI, Title IX, or Section 504 of the Rehabilitation Act.
