This opportunity is for a multi-year contract to provide comprehensive medical and legal interpretation and translation services at Brooke Army Medical Center (BAMC), managed by the U.S. Army Medical Readiness Contracting Office-West and the Defense Health Agency. - Government Buyer: - U.S. Army, Medical Readiness Contracting Office-West, Brooke Army Medical Center (BAMC) at Joint Base San Antonio, and Defense Health Agency (DHA) Cyber Logistics Center of Excellence - OEMs and Vendors: - No specific OEMs or product manufacturers are named; the focus is on service providers with certified personnel - Products/Services Requested: - Telephonic interpretation (Over the Phone, OTP): 450,000 minutes (across all periods) - Video Remote Interpretation (VRI) for all languages: 180,000 minutes - Video Remote Interpretation (VRI) for American Sign Language (ASL): 112,500 minutes - On-site language interpretation (all other languages, emergency): 22,500 hours - On-site language interpretation (all other languages, prescheduled): 22,500 hours - On-site ASL/Protractile ASL (emergency): 9,000 hours - On-site ASL/Protractile ASL (prescheduled): 9,000 hours - Document transcription/translation (common languages): 465,000 words - Document transcription/translation (exotic languages): 300,000 words - Cybersecurity maintenance and RMF compliance support for any software or devices used - Privileged user training and certification compliance for contractor staff - Unique or Notable Requirements: - All interpreters must be certified by CCHI and/or NBCMI - Services must cover a wide range of languages, including ASL and less common languages - Rapid response times required (e.g., VRI and telephonic within 5 minutes) - Solutions must be browser-based, requiring no client software unless vendor has a current, valid DoD Authority to Operate (ATO) - Strict compliance with DoD, NIST, and federal cybersecurity standards, including ongoing patching, vulnerability assessments, and monthly scans - Contractor staff with privileged access must meet DoD 8570.01-M certification and training requirements - Quality control, privacy, and HIPAA compliance are mandatory

Description

This is a Request for Proposal (RFP) for non-personal services contract to provide Medical and Legal Interpretation and Translation Services (verbal & written), on-site American Sign Language (ASL) and Video Remote Interpretation (VRI) at Brooke Army Medical Center (BAMC), Fort Sam Houston, Texas which shall contribute to a stable workforce tasked with providing quality health care services to a diverse beneficiary population. The contractor shall provide Certification Commission for Healthcare Interpreters (CCHI) and/or National Board of Certification for Medical and Legal Interpreters (NBCMI) certified personnel to perform interpreter and translation service to include sign language services for the Medical Treatment Facility (MTF), at BAMC and outlying clinics as required by this Performance Work Statement (PWS).

The contractor shall provide Medical and Legal Interpretation and Translation Services to the standards as defined within this PWS.  Languages include, but not limited to:  American Sign Language, Amharic, Arabic, Cantonese, Chilean, Dari, Farsi, French, German, Hindi, Italian, Japanese, Korean, Laotian, Mandarin, Mongolian, Nepali, Pashto, Portuguese, Romanian, Russian, Spanish, Swahili, Tagalog, Taiwanese, Thai, Turkish, and Vietnamese.

NOTE THE FOLLOWING REQUIREMENTS:

The service must be capable of being run from a standard web browser with no client software to be installed. Any solution that requires the installation of local client software or applications on government computers will require the vendor to possess a current, valid, and active Authority to Operate (ATO) for that software.

For browser-based Video Remote Interpretation (VRI) services, the Government requires that utilize standard web protocols (TCP 80/443). Due to the real-time protocols (like WebRTC or RTP) an active ATO from another DoD facility (excluding the VA) ensures their software, network ports, and streaming protocols have already been cyber-tested and that those specific streaming channels are safe.
