The Town of Leesburg is seeking proposals for comprehensive food waste composting collection and processing services to support its residential drop-off program. - Government Buyer: - Town of Leesburg, Procurement Division, Public Works, Town Manager's Office - Scope of Services: - Collection, transportation, and processing of food waste from residential drop-off sites - Provision of heavy-duty, animal- and weather-resistant compost containers with secure lids - Supply of certified compostable liners (BPI, ASTM D6400, ASTM D6868) - Regularly scheduled, emergency, and special event collection services - Onsite bin cleaning or replacement at every service visit - Site cleanliness, including removal of spills and litter, and ensuring proper closure of lids - Detailed monthly and annual reporting on collection volumes, greenhouse gas reduction, contamination, and recommendations - Optional services: additional collections, special event composting, public outreach participation, and providing compost for giveaways - Products/Line Items: - Weekly and additional collections per site - Emergency collections - Bin rental and replacement - Additional bins and locations - Compostable liners - Notable Requirements: - All food waste (including meat, dairy, bones, and certified compostable products) must be processed at a permitted commercial composting facility - Containers and liners must meet specific certification standards - Contractor responsible for all labor, equipment, vehicles, and regulatory compliance - No specific OEMs or vendors are named in the solicitation - Program currently operates one site, with plans for expansion to additional locations, including Town facilities, parks, community centers, schools, and special events

Description

The Town of Leesburg is soliciting proposals from qualified firms to provide food waste composting collection, transportation, processing, and related services for residential food waste drop-off locations within the Town. The scope includes collection services, provision of compost containers, bin cleaning, compostable liners, transportation to a permitted commercial composting facility, compost processing, site cleanliness, and reporting. The Town currently operates one drop-off location and anticipates opening an additional location, with the possibility of future expansion. The contractor must comply with all applicable regulations and provide monthly and annual reports on program performance.
