This opportunity seeks vendor input for the maintenance and sustainment of the USMC's Consolidated Emergency Response System (CERS) across 13 installations. - Government Buyer: - U.S. Marine Corps Systems Command (MCSC), Program Executive Office Digital & Enterprise Services (PEO DES), Emergency Response Systems (ERS), Program Manager Network & Infrastructure (PM N&I) - OEMs and Key Subsystems: - Motorola Solutions, Inc. (MSI) – VESTA E911 subsystem - Hexagon US Federal – i/CAD Computer Aided Dispatch subsystem - WestNet, Inc. – First-In Fire Station Alerting subsystem - Xybix – Dispatch and administrative workstations and chairs - Products/Services Requested: - Maintenance, upgrades, and sustainment of CERS hardware and software, including: - MSI VESTA E911 (VESTA 911 Federal R7.2 or R8.3) on Windows 11 - Hexagon i/CAD 9.4 on Windows 11/Windows Server 2019 - WestNet First-In FSA subsystem (not Windows-based) - 54 Xybix dispatch/admin workstations and chairs - 11 administrative workstations - System-level logistical support and integration with telecommunications infrastructure (including DAR and E-LMR) - Biannual site visits to all installations (CONUS and OCONUS) and the Systems Integration Lab - System certification support, testing, documentation, and training - Cybersecurity vulnerability assessments and compliance support - Maintain 99.7% operational availability - Unique/Notable Requirements: - Support for both hardware and software, including patching and updates - Integration with multiple subsystems and external communications infrastructure - Biannual site visits, with credit for visits coinciding with sustainment activities - Support for installations both within and outside the continental U.S. - Four-year potential contract (one base year plus three option years) - Vendors must provide management approach and rough order of magnitude pricing

Description

The requirement is for the maintenance and sustainment tasks (i.e. design, engineering, program management, preparation, replacement, installation, configuration, optimization, system certification support, testing, documentation and training) required for the United States Marine Corps (USMC) Consolidated Emergency Response System (CERS). CERS provides Enhanced 911 (E911) capabilities along with the Computer Aided Dispatch (CAD) of emergency personnel and First Responders to USMC installations around the world. CERS coordinates installation organic First Responder emergencies and day-to-day operations. First Responders encompasses Firefighters, Law Enforcement (LE) and security personnel, and Emergency Medical Technician personnel who provide the initial, immediate response to an all-hazards incident.
