Description

This Request for Statement of Qualifications (RFSQ) is issued by the City of San Diego to establish a pool of qualified administrative hearing officers. These officers will conduct parking citation administrative hearings on an as-needed, rotational basis, primarily remotely via telephone, written appeal, and occasionally in-person. The hearings provide an independent, objective, fair, and impartial review of contested parking violations in accordance with California Vehicle Code section 40215. The pool term is five years, from August 25, 2026, to August 24, 2031.
