Description
The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic’s intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to L3 Technologies Inc for part number 60065293-001 for Teardown,Test and Evaluation (TTE) with an option for repair. The Government intends to negotiate solely with L3 Technologies Inc under the authority of FAR 13.106-1(b). L3 Technologies Inc is the original manufacturer of the parts and as such is the only vendor able to complete the TTE and potential repairs. The NAICS Code is 541519 and the Small Business Size Standard is $34M.This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the presolicitation notice can be submitted by accessing the specific notice in the PIEE Solicitation Module by 07 August 2026. Questions concerning this notice should be directed to Catherine Denaux at catherine.g.denaux.civ@us.navy.mil. All responses received by 07 August 2026 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
