This opportunity is for the design, engineering, material provision, and installation of a new Intrusion Detection System (IDS) and Access Control System (ACS) at Building 3275, Joint Base Lewis McChord (JBLM), Washington State, for the U.S. Army INSCOM, USACIC, Region III. - Government Buyer: - U.S. Army INSCOM, USACIC, Region III at JBLM - Contracting managed by Army Contracting Command Intelligence and Security Command (ACC-INSCOM) - OEMs and Vendors: - DAQ Electronics (manufacturer of DAQ ICIDS-V IDS) - LKM (manufacturer of LKM10K locks) - Products/Services Requested: - DAQ ICIDS-V Intrusion Detection System with access control (1 system) - 10 motion detectors - 5 LKM10K locks - 5 card readers with keypads - 5 eRADC units (for high security door sensors and motion detectors) - Conduits and cables for 4 offices and 1 conference room - Design, engineering, installation, testing, and documentation services for IDS/ACS - Unique or Notable Requirements: - Systems must integrate with existing INSCOM Digital Monitoring Products (DMP) IDS - Contractor to determine final bill of materials after a walkthrough with stakeholders - Installation must comply with CNSSAM TEMPEST 1/13, ICD 705, ISEC I3A, BICSI Series, and local standards - Deliverables include as-built drawings, test and acceptance plans, and final reports - Work to be performed during standard business hours - Small Business set-aside - Firm-fixed-price contract with a 6-month period of performance

Description

Contractor shall design, engineer, provide materials, and install new IDS, and ACS, for the U.S. Army INSCOM, USACIC, Region III at Joint Base Lewis McCord, Washington State. New systems shall be integrated to work seamlessly with the existing INSCOM Digital Monitoring Products (DMP) Intrusion Detection System (IDS) at the following building 3275. The Contractor shall coordinate and complete an initial walkthrough with all stakeholdersat the government-identified spaces where work is to be completed and shall determine a bill of materials (BOM) (Deliverable 1) for the proposed solution. We shall conduct an initial stakeholders meeting to confirm if company being considered demonstrates the professional capasity to carry out th work being requested.  The installation types and methods used must comply with CNSSAM TEMPEST 1/13, ICD 705, Information Systems Engineering Command (ISEC) Technical Guide for Installation Information Infrastructure Architecture (I3A), BICSI Series (marking, color, physical and mechanical, shielding, conduit/duct, labelling), current industry standards, and local base communications and facility standards. This task is to be performed at Building 3275 at JBLM, WA. Work shall be done during the hours 0730 to 1630 M-F.
