Notice of Intent for Brand Name or Equal Items for P084 Next Generation Torpedo Integration Lab Construction

This notice informs potential vendors of the Navy's intent to use 'brand name or equal' specifications for the construction of the P084 Next Generation Torpedo Integration Lab at Naval Station Newport, RI. - The Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic is preparing a firm fixed price construction contract for this project. - Approximately 41 items across all design disciplines will be specified by manufacturer brand names and models as the basis of design. - Equivalent products from other manufacturers are permitted if they meet or exceed the specified standards of quality, characteristics, and performance. - The specific OEMs, products, and part numbers are detailed in an attachment ('Attachment 1 Manufacturer Brand Name.pdf'), which is referenced but not included in the notice. - This is a notice of intent to use brand name or equal specifications, not a request for proposals or quotations. - The notice is issued in compliance with DFARS 211.104 and FAR 52.211-6, allowing for competition among equivalent products. - Commercial vendors with products meeting the stated requirements may have an opportunity to compete if a solicitation is issued.

Description

NOTICE OF INTENT (SEE PDF ATTACHMENT 1 FOR MANUFACTURER BRAND NAMES) 

Notification of Brand Name or Equal Items. In accordance with Section 888(a) of the National Defense Authorization Act (NDAA) for Fiscal Year 2017 (FY17) (Public Law 114-328) as implemented by Defense Acquisition Regulation Supplement (DFARS) DFARS 206.103-170  (DEVIATION 2026-O0017) the justification and approval (J&A) addressed in Federal Acquisition Regulation (FAR) 6.104 (DEVIATION 2026-O0017) is required in order to use brand name or equal descriptions in the solicitation for P084 Next Generation Torpedo Integration Lab. The justification and approval are being prepared for the use of a brand name or equal descriptions on items in the firm fixed price (FFP) construction contract for P084 Next Generation Torpedo Integration Lab Naval Station Newport, Newport, Rhode Island

The plans and specifications indicate the standard of quality, characteristics, and performance requirements and a manufacture and model, as appropriate and in accordance with the FAR, to establish the basis of design for approximately 41 items across all design disciplines. For these brand name or equal described items, other manufacturers may be utilized during construction so long as the standard of quality, characteristics, and performance requirements meet or exceed the standard of quality, characteristics, and performance requirements identified in the plans and specifications as the basis of design.
