HUD's Office of Policy Development and Research (PD&R) is seeking a contractor to deliver a comprehensive Knowledge Management System and Services (KMSS) solution. - Government Buyer: - U.S. Department of Housing and Urban Development (HUD), Office of Policy Development and Research (PD&R) - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation or attachments - Products/Services Requested: - Content development for publications (e.g., Evidence Matters, PD&R Edge, case studies) - 12 Evidence Matters articles (quarterly) - 96 PD&R Edge articles (biweekly) - 15 case studies (annually) - Dissemination and outreach - 120 listserv messages (annually) - Event registration and promotional webpages (162 annually) - Stakeholder mapping, engagement plans, and conference exhibition lists - Digital content management and Section 508 remediation - 255 annual and 312 weekly remediated content items - 2,600 website content updates and published items (daily) - 80 regulatory barriers content submissions (quarterly) - Website operations, maintenance, and application support - Quarterly application testing and update reports - New mapping and mobile data applications (2 each annually) - Learning Management System (LMS) license maintenance - Integration of Technical Assistance applications - Reporting and planning - Monthly, quarterly, and ad hoc reports - Management Work Plans, incident response plans, and user research - Complete transfer of government property at contract end - Customer support and help desk services - Unique or Notable Requirements: - All digital content must be Section 508 compliant - Includes both content and IT infrastructure/warehouse support - Excludes inherently governmental functions (policy, decision-making, management) - Requires annual and recurring deliverables across multiple content and support areas - NAICS code: 541511 (Custom Computer Programming Services); PSC: DA01 (Business Application/Application Development Support Services)

Description

The Knowledge Management System and Services (KMSS) contract will provide comprehensive content development, dissemination, and website support for the Office of Policy Development and Research (PD&R) at the U.S. Department of Housing and Urban Development (HUD). PD&R is seeking a Contractor with experience delivering knowledge management services and program implementation support related to housing and community development. Services include:

Content Development: The Contractor shall create content, including PD&R publications, marketing materials, and web-based content. Dissemination: The Contractor shall support PD&R’s outreach and communication efforts, including creating outreach plans, disseminating information via listservs, supporting PD&R events, and providing customer support. Digital Content Management and Updates: The Contractor shall manage and update PD&R’s web content. Website Operations and Maintenance: The Contractor shall operate, maintain, update, enhance, and expand PD&R’s web presence.

The PD&R KMSS contract shall not be used to perform work of a policy, decision-making, or management nature; this work is inherently a Governmental function.
