NASA Procurement of Commercial Satellite Data and Evaluation Services for Sustainable Land Imaging

NASA's Earth Science Division, in partnership with USGS, is seeking commercial satellite data and evaluation services to advance the Sustainable Land Imaging (SLI) Commercialization Project. - Government Buyer: - National Aeronautics and Space Administration (NASA), Earth Science Division - Collaboration with United States Geological Survey (USGS) - OEM Highlight: - EarthDaily Analytics USA, Inc. identified as the sole-source provider - Products and Data Requirements: - Acquisition of 100,000 scenes of Multi-spectral/Short-wave Infrared (MS/SWIR) satellite data (new and archive) - Acquisition of 10,000 scenes of Multi-spectral (MS) satellite data (new and archive) - Multispectral imaging products with spatial resolution finer than 30 meters (ideally 10m) - Surface reflectance and surface temperature products compatible with Landsat and USGS ARD standards - Higher-level science products: vegetation indices, evapotranspiration, and biophysical parameters - Prototype AI-ready data formats and advanced Analysis Ready Data (ARD) products - Ancillary data and metadata for calibration, temporal stability, and integration into processing pipelines - Services Requested: - Processing pipeline improvements and data reprocessing based on new requirements - Development of new capabilities for commercial Earth Observation (EO) data integration - Technical support for data access, APIs, bulk transfer, documentation, and training - Participation in technical interchange meetings, scientific exchanges, and evaluation support - Notable Requirements: - Data must be compatible with Landsat standards and support integration with Landsat-like missions - Emphasis on increasing revisit frequency, improving spatial resolution, and enabling advanced biophysical products - Support for AI/ML-ready data and higher-level science products - Contractor participation in ongoing technical and scientific collaboration with NASA and USGS

Description

NASA/HQ has a requirement for Commercial Satellite Data Acquisition (CSDA) and Evaluation of Data in support of Sustainable Land Imaging (SLI) Commercialization Project, a joint initiative between NASA and United States Geological Survey (USGS) effort to enhance the Landsat terrestrial record by integrating commercial Earth Observation (EO) data, increasing revisit frequency, improving spatial resolution, and enable Landsat science-quality grade surface reflectance (SR), surface temperature (ST), and higher-level biophysical products (e.g., vegetation indices, evapotranspiration) from integrated public-private datasets.

The contract for the SLI Commercialization project requires a combined 100,000 scenes of Multi-spectral/Short-wave Infrared (MS/SWIR) between New Acquisition and Archive, a combined 10,000 scenes of MS between New Acquisition and Archive, processing pipeline improvements and data reprocessing based on new requirements services, and new capabilities development services.

NASA/HQ intends to issue a sole-source contract to acquire the services from EarthDaily Analytics USA, Inc. under 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

The Government intends to acquire a commercial product or service using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Kim Hooten, kimberly.a.hooten@nasa.gov not later than 5:00 pm ET on August 6th, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A decision by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
