Responders are solely responsible for all expenses associated with responding to this Sources Sought Notice. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a Sources Sought Notice only. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification relative to NAICS code 314120 (size standard of 750 employees). Responses will be used by the Government to make appropriate acquisition decisions. After review of responses, a solicitation announcement may be published. Responses to this synopsis are not considered adequate responses for a solicitation. The Department of Veterans Affairs (VA), VISN 02 Network Contracting Office, is seeking sources that can provide Webblock anti-ligature shades and Solomount Window Shades. Line Item 0001: Measure, supply and install Webblock shades - 56 0002: Measure, supply and install Solomount shades - 163 Statement of Work: Awarded vendor is to measure all windows to confirm sizes, order all required shades, and determine the best installation method for each type of shade and window. The contractor is to remove existing window treatments, cart offsite for disposal at the contractor's expense, and install new window shades in Building 65 1st and Building 64 2nd floor. Bedrooms and toilet rooms are to be Webblock anti-ligature shades, all other windows on these buildings/floors are to be Solomount window shades. Fabric of shade to be from the WT line at 1-3% openness and will be chosen by the VAMC Interior Designer. Project Scale: 1st floor of Building 65 and 2nd floor of Building 64, all windows unless otherwise noted. 56 windows will require shades that are Webblock, 163 windows will require shades that are Solomount. Heights are approximately 70" H, widths range from 31" to 81". Matrix and floorplan are attached. Project Overview: This statement outlines the removal and offsite disposal of existing window treatments across two buildings, followed by the supply and installation of new Webblock window shades in all bedrooms and Solomount window shades in all other areas. Scope of Work: Measure and assess all windows in Building 65 1st floor and Building 64 2nd floor for exact measurements and installation requirements prior to answering solicitation. Apply measurements to shade order of Webblock window shades in bedrooms and bathrooms and Solomount window shades in all other locations. Order shades based on plans, matrix, field measurements, and site conditions. Contact COR to schedule installation dates after order has shipped. Provide a schedule of work times and locations for each day and a timeframe for overall installation for each building and how it will be accomplished logistically. Upon approved schedule, remove existing window treatment, dispose of off property per all state, federal, and local laws, and immediately replace with the correct window treatment, complete with all hardware and fabric. Webblock shades will be installed in toilets and bedrooms, Solomount shades on all other windows in Building 65 first floor and Building 64 second floor. A. Removal and Disposal: Remove all existing window treatments from all windows in both buildings. Detach brackets, hardware, and associated components as required. Transport and dispose of all removed materials off property in compliance with local regulations. Leave each workspace clean and free of debris. Vacuum all dust created by removal and replacement of shades. Return all walls, ceilings, windows, and floors to the condition prior to work. B. Supply New Window Shades: Verify and confirm all window measurements onsite prior to ordering materials. Order and provide Webblock window shades for all designated bedroom and toilet windows in Building 65 first floor and Building 64 second floor. Order and provide Solomount window shades for all other windows in these buildings. C. Installation: Install Webblock shades in specified bedroom and toilet windows. Install Solomount shades in all remaining windows. Ensure all shades are properly mounted, level, and fully operational. Remove all packaging and debris from the site. Leave each workspace clean and free of debris. Vacuum all dust created by the removal and replacement of shades. Return all walls, ceilings, windows, and floors to the original condition. D. Materials and Equipment: Contractor to supply all shades, hardware, brackets, and accessories for a complete installation. Provide all necessary tools and equipment for safe and efficient installation. E. Responsibilities: Contractor Responsibilities: Perform all work professionally and safely, protect interior finishes, maintain a clean workspace, and comply with all codes and safety guidelines. Client Responsibilities: Provide access, confirm selections, and installation locations prior to ordering. F. Warranty: Product warranty covers defects in materials and mechanisms, with specific terms for different shades, including 25-year limited warranty for clutch roller shades, motorized roller shades, and others, and 10-year for CF cordless roller shades. Installation warranty covers 3 years for workmanship defects. G. Schedule: Work scheduled weekdays between 8 am and 4 pm, with holidays excluded. Off-hours work requires prior approval and scheduling. All materials must be ordered and stored properly, with no storage in patient areas. Work will be coordinated with the COR and end users, with adjustments as needed. H. Acceptance: The project is complete once all shades are installed, tested, and debris removed. I. Product Specifications: Details provided for CF300 SoloMount® Cordless Shade and WebbLok® Shade System, including technical data, features, and certifications. II. General Requirements: Safety is the highest priority, especially on mental health units. Work shall be turn-key, with the VA continuing operations during the project. Work hours are 0800-1630, Monday through Friday, with possible shifts upon approval. Work must be completed within 28 days/20 working days, with materials on site before work begins. No work in common areas without approval; materials and tools must be secured. III. Access: Compliance with VA security protocols, badges, and logs required. Temporary badges supplied, with logs maintained and reported weekly. Lost badges incur a fee of $100. IV. After Hours or Weekend Access: Work outside normal hours requires prior written approval. Safety and compliance with OSHA regulations are mandatory. V. Contractor Requirements: Minimum five years of experience with Webblock and Solomount shades. Licensed and insured as required by state regulations. Authorized supplier and installer of the products. VI. Other Requirements: Materials should match existing work where applicable. Protect VA property from damage; restore damaged areas. Protect walls, ceilings, floors, and furniture from dust and debris. Work only with prior approval; changes at contractor’s expense. Visit the site to assess conditions; verify measurements onsite. Work in accordance with best practices and project documents. Provide qualified professionals, materials, and equipment. Work independently with approved schedule. Ensure workmanship is complete and functional. VII. Vehicles and Equipment: Keys removed when unattended; park only in approved spots. VIII. Material Storage: Storage requires prior written approval; submit requests 10 days in advance. Tools and supplies to be furnished by contractor. IX. Logistics: No materials allowed through front entry; use designated entrances. Use only service elevators; protect elevator during use. X. Noise and Work Conditions: Use devices outside patient areas; avoid noise in hallways. Coordinate noisy activities with the COR. Cover furnishings with plastic or drop cloths to prevent dust spread. Remove debris daily; no photography of patients or personnel. XI. Security and Privacy: No access to VA patient/employee info or systems. No record creation on behalf of VA.
