This Federal Register Notice announces the proposed adoption of a new personnel demonstration project plan and flexibilities by the STRL, which includes the United States Army Communications-Electronics Command (CECOM) Software Engineering Center (SEC). The project plan has been successfully implemented since 2001 by CECOM STRL and its successor organizations. Due to different commands and operating procedures, the CECOM SEC STRL proposes to independently adopt a similar personnel demonstration project plan with some modifications applicable only to the CECOM STRL. The notice invites public comments on the proposal until August 21, 2026.
