Description
This notice informs the public that the Office of Natural Resources Revenue (ONRR) will retain the 2025 civil monetary penalty (CMP) amounts for calendar year 2026 as directed by the Office of Management and Budget (OMB). The CMPs are assessed under the Federal Oil and Gas Royalty Management Act of 1982 (FOGRMA) for inflation. The adjustment is pursuant to the Federal Civil Penalties Inflation Adjustment Act of 1990 and its 2015 improvements. The inability to adjust penalties for 2026 is due to the cancellation of inflation adjustments by OMB because of a lapse in appropriations affecting CPI-U data availability.
