US Coast Guard Solicits Overhaul Services for MH-60T Alternating Generators (Up to 27 Units)

The U.S. Coast Guard Aviation Logistics Center is seeking overhaul services for alternating generators used on MH-60T aircraft. - Government Buyer: - U.S. Coast Guard, Aviation Logistics Center (ALC), Elizabeth City, NC - OEMs and Vendors: - Alternating Generators specified by Part Number 28B302-8-DM and NSN 6115-01-114-9696; no explicit OEM named, but overhaul must meet OEM specifications - Products/Services Requested: - Overhaul of 9 alternating generators (initial quantity), with an option for up to 18 additional units (total possible: 27 units) - Teardown, test, and evaluation of 1 generator unit - Overhaul services to restore components to Ready for Issue (RFI) condition per OEM standards - Test and evaluation services for 9 units - Beyond Economic Repair (BER)/scrap service for 1 unit (estimated) - Key Requirements: - All work must comply with OEM functional performance specifications - Corrosion control, quality certifications, and documentation (teardown reports, Certificates of Airworthiness, Component Overhaul Records) are required - Serial number tracking and compliance with documentation standards - Certificate of Conformance (COC) required per FAR 52.246-15 - No technical drawings or schematics provided by the government - Test and evaluation must be completed within 15 days of receipt; overhaul within 60 days of induction - Option to increase overhaul quantity up to 27 units within 365 days of award

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.201 as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation number 70Z03826QJ0000288 is issued as a Request for Quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO). 

The applicable North American Industry Classification Standard Code is 336413.  The small business size standard is 1,250 employees. This is an unrestricted requirement.  All responsible sources may submit a quotation which shall be considered by the agency.  

It is anticipated that a firm-fixed price purchase order will be awarded for overhaul of Generator, Alternating on a competitive basis as a result of this synopsis/solicitation.  Pricing and all applicable information should be provided on Attachment 1 – Schedule - 70Z03826QJ0000288. 

At the time of award, the United States Coast Guard (USCG) intends to have nine (9) overhauls completed for the components specified in the schedule.  The USCG may require additional overhauls for up to eighteen (18) components for a maximum quantity of twenty-seven (27) components at the same price and same turnaround time as the original order, for up to three hundred and sixty-five (365) days after the initial award date. ****Please note that if the USCG chooses to exercise any optional quantity modifications, such modifications will be issued unilaterally to the contractor.

The contractor shall furnish a Certificate of Conformance (COC) in accordance with Federal Acquisition Regulation (FAR) clause 52.246-15. COC must be submitted in the format specified in the clause.
