The Western Area Power Administration (WAPA), Headquarters Electric Power Training Center (EPTC), intends to solicit and negotiate a sole-source, firm-fixed-price contract with Denver Electric Motor (1300 E. 58th Ave, Denver, CO 80216) under the authority of FAR Part 12.All responses must be through FEDCONNECT and that any responses sent by other means (e.g., email or verbally) will not be reviewed.The service requirement is for the evaluation, disassembly, testing, overhaul, and laser alignment of three (3) identical Miniature Power System (MPS) Motor-Generator (MG) Sets manufactured by Kato Engineering (Model H143950000, 7.5 HP, 1800 RPM). Specifically, the work includes turn/undercut of armature commutators, commutator brush replacement, bearing replacement, steam cleaning/baking of stators, armatures, rotors, and post-installation vibration analysis.Reason for Noncompetitive Acquisition:Denver Electric Motor is uniquely qualified to perform this work due to their specialized familiarity with WAPA EPTC’s specific MPS and MG Set applications. Market research was conducted, and the only other willing source was unable to provide a firm-fixed-price estimate for all necessary services, leaving WAPA vulnerable to cost fluctuations. Denver Electric Motor is the only known responsible source capable of performing the highly technical maintenance, testing, and laser alignment of these precise training units under a reliable firm-fixed-price structure.Important Notice to Industry:This notice of intent is not a request for competitive proposals.
