FHWA Seeks Engineering Services for Long-Term Pavement Performance (LTPP) Program

The Federal Highway Administration (FHWA), through the Turner-Fairbank Highway Research Center, is seeking engineering services to support the Long-Term Pavement Performance (LTPP) Program under a multi-award IDIQ contract valued at up to $16 million over five years. - Government Buyer: - Federal Highway Administration (FHWA) - Turner-Fairbank Highway Research Center - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Products/Services Requested: - Automated pavement condition data collection using APCS 3D imaging vehicles - Structural deflection testing (TSDD and Falling Weight Deflectometer) - Data entry, storage, validation, and management for high-resolution pavement datasets - Materials sampling, laboratory testing, and traffic control - Engineering support for traffic loading analysis and validation - Development and implementation of Data Quality Management Plans (DQMP) - Technical assistance, training, and protocol development for data collection and equipment - Data quality management, governance, and public data release via the InfoPave portal - LTPP dataset development, AI-ready data preparation, and advanced analysis - Evaluation of emerging pavement data collection technologies and sensors - Case studies, engineering tool development, and programmatic coordination - Information dissemination, outreach, and customer support services - Integration of new/external datasets and support for accelerated pavement testing - Unique or Notable Requirements: - Contractors must provide all necessary facilities, equipment (including APCS 3D imaging vehicles), and trained personnel - Expertise required in pavement engineering, data analysis, and database/cloud engineering - Rigorous data quality management, including independent verification and compliance with federal data governance - Ability to develop AI-ready datasets and translate research into practical engineering tools - Coordination with state/local agencies and support for FHWA-sponsored research and pooled-fund studies

Description

FHWA intends to make a multi-award indefinite delivery and indefinite quantity (IDIQ) contract. The potential awardee(s) shall provide all necessary facilities, trained personnel, and subject matter experts to perform the tasks. The contractors shall execute LTPP data collection, storage, and presentation for both historical and newly acquired pavement performance datasets. The scope also includes conducting comprehensive data analysis and translating research insights into usable engineering tools, guidelines, and program products.

The contractor is responsible for delivering the final services and data, whether using their own data collection vehicles and equipment or by procuring them through a third-party service provider. Task Orders will be awarded on a competitive basis and shall encompass, but are not limited to, the following key areas:

Pavement Performance Data Collection and Processing LTPP Dataset Development, Analysis, and Special Studies Overall Engineering Support and Program activities.
