The USDA Agricultural Research Service (ARS) is seeking to procure a wide range of agricultural pesticides for pest and disease control at a 500-acre orchard in Kearneysville, WV. - Government Buyer: - USDA Agricultural Research Service (ARS), Acquisition and Property Division, Appalachian Fruit Research Lab - Products Requested: - Over 40 distinct pesticides and related products, including: - Agri-Mycin or Harbor (Streptomycin sulfate), 30 units - Assail 30 SG or ArVida 30 SG (Acetamiprid), 384 units - Captan 80 WDG (Captan), 600 units - Casoron 4G (Dichlobenil), 900 units - Delegate WG (Spinetoram), 260 units - Penncozeb 75 DF or Manzate Pro Stick (Mancozeb), 360 units - Ziram 76 DF (Ziram), 480 units - Additional products such as herbicides, fungicides, insecticides, adjuvants, and defoamers - Each product is specified by name, active ingredient, and quantity (in gallons, pounds, or ounces) - Many items allow for equivalent brands (e.g., "or" alternatives listed) - Notable Requirements: - Set aside for economically disadvantaged women-owned small businesses - Firm fixed price contract - Delivery required within 30 days of award, no later than August 31, 2026 - All products must meet or exceed specified active ingredient and formulation requirements - OEMs and Vendors: - Multiple OEMs are implied by the product names and part numbers (e.g., Nippon Soda, Gowan, Syngenta, Bayer, BASF, FMC, Valent, UPL, Corteva, Adama, Nichino America, Sumitomo Chemical, and others) - No single OEM dominates; a broad spectrum of manufacturers is referenced through the product list

Description -

 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued.

 Solicitation number 1232SA26Q0875 is issued as a Request for Quotation (RFQ) for Agricultural Pesticides.

 This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 325320  The small business size standard is 1,150  This acquisition is  a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

 See attachment “C04_Issued Solicitation_1232SA26Q0875” for applicable clauses, instructions, and evaluation criteria.

 In order to be considered for award OFFERORS SHALL SUBMIT ALL OF THE FOLLOWING:

Submit Firm Fixed Price quotation (quote on company letterhead) detailing the item(s), description, price, PLACE of MANUFACTURE, and inclusive of ALL costs including , but not limited to shipping, and valid for at least 60 days after receipt of quote.

Submit attached SF-1449 with blocks 17a, 30a, 30b, 30c, and individual Contract Line Items priced in full.

Submit Sam.gov Unique Entity ID (UEI) with quotation.

Submit Capability Statement and/or technical documentation/brochures showing technical capability to meet or exceed ALL salient characteristics in the Specifications.

 REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit ALL items requested in solicitation prior to due date will be cause to reject the quote without further discussions.

 DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.
