This opportunity is a spot charter solicitation from the Military Sealift Command (MSC) for commercial ocean carriage of military cargo in February 2026. - Government Buyer: - Department of the Navy, Military Sealift Command (MSC) - Service Requested: - Dry cargo voyage charter (DRYVOY SPOT) for at least one Roll-On/Roll-Off (RO/RO) vessel - Vessel must be capable of carrying at least 43,000 square feet of military cargo (tracked/wheeled vehicles, breakbulk) and 4 TEUs of general cargo - Loading at Tacoma, WA; discharging at Tengan Pier, Japan and Apra Harbor, Guam - Notable Requirements: - Vessel must have INMARSAT-C with GPS for in-transit visibility and provide position reports every 6 hours - Must allow for embarkation of up to 12 armed force protection personnel - Lashing points and patent chain/binder lashings required - Must be capable of carrying HAZMAT/IMDG Class 1 cargo - Spain–Gibraltar next-port-call prohibition - Vessel subject to inspection and acceptance by MSC - Pricing Structure: - Freight Rate, Demurrage, and Detention as separate line items (CLINs to be determined at award) - No specific OEMs or vessel manufacturers are named; open to U.S. or foreign flag vessels meeting requirements - Procurement is unrestricted and open to all responsible sources
