The USDA Agricultural Research Service (ARS), SEA AAO ACQ/PER PROP office is seeking to procure a fixed-wing mapping drone for the Tropical Crop and Commodity Protection Research project in Hilo, HI. - Government Buyer: - United States Department of Agriculture (USDA), Agricultural Research Service (ARS), SEA AAO ACQ/PER PROP office - Products/Services Requested: - Fixed-wing mapping drone with vertical take-off and landing (VTOL) capability - Must support long flight times and interface with multiple sensors (RGB, multispectral, LiDAR) - Equivalent to WingtraRAY or similar - NDAA-certified vendor required - RGB camera (at least 61 MP) - Multispectral camera (five bands: red, green, blue, red edge, near-infrared) - Onboard PPK receiver - Flight controller/tablet (>= 480 nit brightness, >8-inch display, >5000 mAh battery, Wi-Fi enabled) - At least three sets of batteries - Two charging stations - Flight planning and control software - Communication and data storage accessories - Hard carrying case - Notable Requirements: - Delivery required within 90 days after contract award - Set aside for small businesses, including economically disadvantaged women-owned small businesses - Vendor must be NDAA-certified - No specific OEMs, models, or part numbers are mandated, but the solution must be equivalent to WingtraRAY - No OEMs are explicitly named, but the specification references WingtraRAY as an equivalent standard.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q0626 is issued as a Request for Quotation (RFQ) for Mapping Drone.

This acquisition is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 336411.  The small business size standard is 1,500 Employees. This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

Statement of Requirement

This requirement is for Mapping Drone in accordance with the attached specifications.  

Vendors are required to be active and registered in the System for Award Management at www.sam.gov when submitting a quote and at time of award (FAR 52.204-7(b)(1)). Payment will be made utilizing the Department of the Treasury Invoice Processing Platform at www.ipp.gov. SAM.gov and IPP.gov are free, official websites of the United States government.

 Quotes are due no later than 4:00 pm Central Standard Time on Friday, July 24, 2026. Quotes must be submitted electronically, e-mailed to lynn.hults@usda.gov; no faxed or hard copy quotes are allowed.

 Responses must include a detailed description of the capability of providing a Mapping Drone, any relevant experience providing this type of data to other government agencies or organizations, and past performance history.  Quotes that merely offer to provide the data as described in the Specifications without any additional information will not receive further consideration for award.

 The final day for question submission is 3:00 pm Central Standard Time on Tuesday, July 21, 2026.
