This opportunity is for the operation of cafeteria and catering services at the Defense Distribution Center Susquehanna, managed by the Defense Logistics Agency (DLA) Family & Morale, Welfare, and Recreation (FMWR) office. - Government Buyer: - Defense Logistics Agency (DLA), Nonappropriated Fund Instrumentality (NAFI), NAF Contracting Office, Post Restaurant Fund - Services Requested: - Full operation of cafeteria and catering services at Building 430, DLA Distribution Headquarters, New Cumberland, PA - Includes breakfast and lunch cafeteria operations and on-premises catering - Contractor must provide all labor, equipment, materials, and incidentals - Period of Performance: - Two-year base period, with four two-year option periods (total potential duration: 10 years) - Unique/Notable Requirements: - Contractor operates as a concessionaire, generating revenue from sales (government does not pay for services) - Monthly fee to government based on gross sales commission or minimum guarantee - Compliance with food safety, sanitation, and labor standards, including ServSafe certification and wage determinations - No specific OEMs, vendors, products, or part numbers are named in the solicitation - No product line items; all requirements are for services

THIS IS A REVENUE GENERATING OPPORTUNITY. THE GOVERNMENT WILL NOT PAY FOR THESE SERVICES.

The Defense Logistics Agency Family & Morale, Welfare, and Recreation (FMWR) invites qualified offerors to submit proposals in response to the Request for Proposal (NAFUA1-26-R-0002) to provide all labor, equipment, materials, and incidentals for cafeteria and catering operations at the Defense Distribution Center Susquehanna, New Cumberland, Pennsylvania.

All questions are due to the Contracting Officer in writing no later than 4:00 PM EDT on August 12, 2026. All proposals are due no later than 4:00 PM EDT on August 27, 2026.

Site visits may be scheduled by contacting the Contracting Officer. All site visits must be completed no later than 4:00PM EDT on August 7, 2026.
