All contractual documents (i.e., contracts, purchase orders, task orders, delivery orders, and modifications) related to the instant procurement are considered to be "issued" by the Government when copies are either deposited in the mail, transmitted by facsimile, or sent by other electronic commerce methods, such as email. The Government's acceptance of the contractor's proposal constitutes bilateral agreement to "issue" contractual documents as detailed here in. 4. The following proposed delivery schedule applies: Submission of Certification Data CDRLs will be on or before 20 days prior to scheduled delivery. PNSY review/acceptance of Certification CDRLs 30 working days after receipt of Certification DD 1423 CDRLs. Final delivery of material will be on or before 365 days after effective date of the resulting contract. 5. Any contract awarded as a result of this solicitation will be a "DO" rated order certified for national defense use under the Defense Priorities and Allocations System (DPAS). 6. If drawings are included in the solicitation, access needs to be requested on the individual solicitation page on Contracts Opportunities on the Government's SAM.gov website. After requesting access, send an email to the Primary POC listed on the solicitation. 7. This requirement may require access to classified drawings. These drawings are not required to submit a quote, however, in the event of an award, a facility clearance may be required in accordance with FAR 52.204-2. 1. Scope 1.1 The material covered in this contract/purchase order will be used in a crucial shipboard system. The use of incorrect or defective material would create a high probability of failure resulting in serious personnel injury, loss of life, loss of vital shipboard systems, or loss of the ship itself. Therefore, the material has been designated as SPECIAL EMPHASIS material (Level I, Scope of Certification, or Quality Assured) and special control procedures are invoked to ensure receipt of correct material. 2. Applicable Documents 2.1 Order of Precedence - In the event of a conflict between the text of this contract/purchase order and the references and/or drawings cited herein, the text of this contract/purchase order must take precedence. Nothing in this contract/purchase order, however, must supersede applicable laws and regulations unless a specific exemption has been obtained. 2.2 Identification of Classified Documents - This contract/purchase order requires the Contractor to have authorized access to classified documents in accordance with the attached Contract Security Classification Specification (DD Form 254). The classified documents and security level are: 6404016 - CONFIDENTIAL. 2.3 Applicable Documents - The document(s) listed below form a part of this contract/purchase order including modifications or exclusions. 2.3.1 Documents, drawings, and publications supplied are listed under "Drawing Number". These items should be retained until an award is made. 2.3.2 "Document References" listed below must be obtained by the Contractor. Requirements 3.1 The Parts Kit for a size 4 inch Ball Valve must be in accordance with Naval Sea Systems Command Drawing 801-6404584, consisting of one Ball, Find Number 4, and two mating Seats, Find Number 5, along with all invoked liabilities, except as amplified or modified herein. 3.2 Material for Parts Requiring Certification - Quantitative chemical and mechanical analysis is required for the parts listed below unless specifically stated otherwise: Part - Ball, Find Number 4 Material - SAE-AMS-6931 OR Centrifugally cast 6AL-4V, ASTM-B367, Grade C-5, with mechanical properties as listed in supplementary Requirement S6. Note: Mechanical properties for bars, forgings and forging stock over 10" must be as specified in the applicable drawing. If not provided, properties from SAE-AMS-6931 Table 2 for material 6" to 10" apply. Part - Seats, Find Number 5 (Q3) Material - MD71-GG Mearthane (Graphite Filled Urethane). Properties include: Hardness D2240 70 +/- 5 Shore D, Specific Gravity D792 1.18 +/- 0.02, Tensile Strength D412 (DIEC) 5000 PSI MIN, Compression-Defl D575 700 PSI MIN @ 2% DEF., Tensile Impact D1822 300 FT-LB/SQ IN, Water Absorption D570 1.5% MAX (1 Week at R.T.). Note: Values are minimum averages; separate specimen values may vary by up to 25%. 3.3 Testing Certification - Certifications are required for specific tests on listed items, including Non-Destructive Tests, Ultrasonic Inspection, Hydrostatic Test, and Dye Penetrant Inspection, with detailed performance and acceptance criteria. 3.4 Confidential Hydrostatic Test Pressures - When confidential, certification must reference Drawing 830-6404016 Rev B and item number, not actual pressures. 3.5 Pressure and time tolerances are specified or, if not, follow the outlined tolerances for pressure below 100 PSIG, 100-2500 PSIG, above 2500 PSIG, and for test durations up to 1 hour, 1-24 hours, and over 24 hours. 3.6 Use of Chemours Teflon Coatings is specified, with references to applicable drawings and standards. 3.7 All sealing surfaces must have waviness not exceeding 0.0005 inches of height per inch of surface unless otherwise specified. 3.8 Surface waviness must be verified before Teflon coating. 3.9 Visual inspection of finished seats is required, with criteria available in CSD167. 3.10 Seat Stack Height Measurement - Each seat must be measured individually to ensure within tolerance, using methods in CSD171. 3.11 Welding or Brazing - Must comply with specified standards and procedures, with qualification data submitted for review and approval. 3.12 Certificate of Compliance - Must certify that items/components meet all requirements, including invoked specifications and drawings. 3.13 Configuration Control - Maintain baseline configuration, provide latest drawings for proprietary items, and handle waivers/deviations with proper documentation. 3.14 Mercury Free - Mercury must not be added or come into contact with hardware or supplies. 3.15 NAVSEA 0948-LP-045-7010 - Requirements from specified NAVSEA documents are included and for Government Use Only. 3.16 Quality Assurance Requirements - Include test certifications, welding procedures, and qualification data, with detailed procedures and documentation requirements. 3.17 Welding Requirements - Cover qualification, approval, and documentation for welding and repair, including special procedures for titanium and other materials. 3.18 Quality System Requirements - Must comply with ISO-9001, MIL-I-45208, or acceptable alternatives, with evaluations and audits by the Government. 3.19 Contractor Inspection Requirements - Maintain records of inspections and tests, ensure equipment calibration, and make documents available for review. 3.20 Subcontractor Inspection Requirements - Right to inspect at source, with proper documentation and notification procedures. 3.21 Supplier Capability Assessment - Procedures to evaluate and control supplier quality, with records available for review. 3.22 Government Furnished Material and/or Equipment - Control procedures for receipt, inspection, storage, testing, and reporting damages or issues. 3.23 Traceability and Certification Requirements - Maintain traceability from material to certification reports, with specific marking and documentation standards. 3.24 Material Traceability - Use unique traceability numbers, mark on materials, and maintain through all processing steps. 3.25 Material Certification - Follow specified standards for metallic and non-metallic materials, including re-identification if properties are altered. 3.26 Material Handling - Procedures for traceability, segregation, verification, and proper storage of materials. 3.27 Receiving Inspection - Verify traceability, legibility, and compliance of received materials. 3.28 Discrepancy Reporting - Process for identifying, recording, and reporting nonconforming products. 3.29 Final Inspection - Sampling plans, statistical control, and documentation for lot acceptance. 3.30 Certification of Compliance - Must show traceability, include specific information, and be signed by authorized personnel. 4.
