SCOPE 1.1 The material covered in this contract/purchase order will be used in a crucial shipboard system. The use of incorrect or defective material would create a high probability of failure resulting in serious personnel injury, loss of life, loss of vital shipboard systems, or loss of the ship itself. Therefore, the material has been designated as SPECIAL EMPHASIS material (Level I, Scope of Certification, or Quality Assured) and special control procedures are invoked to ensure receipt of correct material. 1.2 ;NSN 1H4820-01-436-1624Q3 will be supplied to the successful bidder for the manufacture of seats.; 2. APPLICABLE DOCUMENTS 2.1 Order of Precedence - In the event of a conflict between the text of this contract/purchase order and the references and/or drawings cited herein, the text of this contract/purchase order must take precedence. Nothing in this contract/purchase order, however, must supersede applicable laws and regulations unless a specific exemption has been obtained. 2.2 Identification of Classified Documents - This contract/purchase order requires the Contractor to have authorized access to classified documents in accordance with the attached Contract Security Classification Specification (DD Form 254). The classified documents and security level are: ;4384676 - CONFIDENTIAL; 2.3 Applicable Documents - The document(s) listed below form a part of this contract/purchase order including modifications or exclusions. 2.3.1 Specification Revisions - The specification revisions listed under "Documents References" below are the preferred revision. Older and/or newer revisions are acceptable when listed within Contract Support Library Reference Number CSD155 in ECDS (Electric Contractor Data Submission) at: https://register.nslc.navy.mil/. This is to allow Contractors to use certain acceptable older specification revisions to purge their existing stock of material certified to those older revisions or to use newer specification revisions when material is certified to newly released revisions, without requiring the submittal of waiver/deviation requests for each specification revision on every contract. REQUIREMENTS 3.1 ;Parts kit for a size 8 inch Ball Valve must be in accordance with Naval Sea Systems Command Drawing 803-5959303, consisting of one Ball, Item 2 and two mating Seats, Item 3, except as amplified or modified herein. 3.1.1 ;Ball must be Alumina-Titania/PTFE coated in lieu of Teflon coating. 3.2 ;General Note 2K(3)(B) referenced in drawing 5959303 for Item 3 is not required. 3.3 Material for Parts Requiring Certification - Quantitative chemical and mechanical analysis is required for the parts listed below unless specifically stated otherwise: Part - ;Ball, Item 2; Material - SAE-AMS-6931 Note: Mechanical properties for bars, forgings and forging stock over 10" must be as specified in the applicable drawing. After immersion, the material must be checked daily for dissolution and must dissolve no longer than 120 hours from the start of immersion. Within 24 hours of full dissolution, it must be tested for viscosity. Note 2: Dimensional stability testing must be performed in accordance with ASTM D5989 or equivalent. The percent change in each dimension must not exceed the specified value. Note 3: These values are minimum averages. Results may vary by 25%. Note 4: Changes to heat or annealing cycles require approval and justification. Note 5: Tensile-impact specimens are to be type S per ASTM D1822 or MIL-DTL-32286. Note 6: Specimens must be dried per Federal Specification L-P-410A before testing. The Seat material is procured by the Navy with certification; no further certification efforts are required by the manufacturer for the seats. 3.4 Testing Certification - Certifications are required for the following tests on the items listed below. Additional testing on other piece parts is still required, but certifications are only required as listed below. Test - Non-Destructive Tests Item - Weld Repair and/or Production Weld (as applicable) Performance - Per applicable fabrication specification Acceptance - Per applicable fabrication specification Hydrostatic Test: Each Ball, 30 minutes at Item 7 of Drawing 803-4384676 with stem hole plugged. Acceptance: No weeping, leakage, or permanent deformation. Substitutions are allowed for manufacturers without a hydrostatic test fixture: Dye Penetrant Inspection on each Ball, performance per T9074-AS-GIB-010/271, acceptance per S9074-AR-GIB-010A/278 (Castings) / MIL-STD-2035 (Wrought). 3.5 The pressure tolerance must be as specified in the assembly drawing, detail drawing, design specification, or elsewhere in this contract. If not specified, the following applies: Below 100 PSIG: +1 PSIG / -0 PSIG 100 PSIG to 2500 PSIG: +2% / -0 PSIG, rounded to the nearest multiple of the smallest graduation, not exceeding 50 PSIG Above 2500 PSIG: +2% / -0 PSIG, rounded to the nearest multiple of the smallest graduation, not exceeding 200 PSIG Test time tolerances are similarly specified, with durations up to 1 hour, 1-24 hours, and over 24 hours, with respective tolerances. 3.6 Confidential Hydrostatic Test Pressures: When confidential, certification must reference 803-4384676, Revision C and the item number tested, without marking the working pressure on the item. 3.7 Visual inspection of the finished seat is required, with acceptance criteria on critical surfaces per CSD167 in the ECDS system at: https://register.nslc.navy.mil/. 3.8 Alumina-Titania/PTFE coating of Balls must comply with A & A Company Specification Navy016 Rev L. Each Ball must be tagged with a durable non-metallic tag stating: "Ball coated with Alumina-Titania/PTFE coating per A & A Company, South Plainfield New Jersey, proprietary procedure NAVY016 Rev L. This coating was approved by NAVSEA and these Balls are an approved replacement for the Ball, piece 2, of Naval Ship Systems Command Drawing 5959303." 3.9 Seat Stack Height Measurement: Measure each seat individually to ensure within tolerance, referencing CSD171 in the ECDS system. 3.10 Ball Spherical Surface Waviness: Surfaces must not exceed 0.0005 inches of height per inch of spherical surface, in the maximum rating direction. 3.11 Surface waviness must be verified after grinding/finishing of Alumina-Titania coating and before PTFE application. Surface finish must be 32 Microinches. 3.12 Welding or Brazing: Must comply with specified standards, with procedures and qualification data submitted for review and approval prior to welding or brazing. 3.13 Certificate of Compliance: Must certify that items/components comply with procurement requirements, including invoked specifications and drawings. 3.14 Configuration Control: Maintain the total equipment baseline configuration, providing latest assembly configuration drawings to the Government in electronic format. Waivers/Deviations: All requests require review and approval, including detailed descriptions and impacts. 3.14.2 All requests for Waivers/Deviations on NAVSUP-WSS Contracts must be submitted to the NAVSUP WSS Contracting Specialist via eMail. 3.14.3 ECPs: The Government maintains configuration control. Submit an Engineering Change Proposal (ECP) for Class I or II changes, including detailed information and impact assessments. 3.15 Mercury Free: Mercury and compounds must not be added or come into contact with hardware or supplies. Contamination is cause for rejection. 3.16 NAVSEA 0948-LP-045-7010: Requirements of NAVSHIPS 4410.17, NAVSEA 0948-LP-045-7010, or 0948-045-7010 are included and for Government use only. Marking with Material Designator is prohibited except for Fasteners, which must be marked accordingly. ^ QUALITY ASSURANCE REQUIREMENTS ^ 3.17 See CDRL DI-MISC-80678 (Test Certification): A statement of tests performed, listing pieces tested, must be furnished with test results, referencing standards, specifications, and acceptance criteria. Include signatures. 3.18 Welding Requirements: Procedures and qualification data must be approved prior to welding. The Contractor's qualification data previously approved by the Navy may be used with proper referencing. All welding and brazing personnel and procedures must be qualified under specified standards. Submissions must be in electronic format. Authority for repairs and modifications must be obtained via waiver requests, with detailed descriptions of defects and proposed repairs. New procedures require a 72-hour notification to DCMA, with possible observation of welding. Surface verification, chemical testing, and qualification for hardfacing are required as specified, with records maintained. 3.19 Quality System Requirements: The Contractor must provide a quality system compliant with ISO-9001, MIL-I-45208, or acceptable alternatives, subject to evaluation and review by the Government. 3.20 Contractor Inspection Requirements: Maintain records of inspections and tests, make equipment available for Government verification, and ensure documentation is accessible. 3.21 Subcontractor Inspection Requirements: The Government may inspect at source, and the prime contractor must ensure sub-tier suppliers meet quality controls, with periodic reviews and evaluations. 3.22 Government Furnished Material and/or Equipment (GFM/GFE): Develop control procedures for receipt, inspection, storage, testing, and reporting of GFM/GFE, including damage reporting and proper identification. 3.23 Traceability and Certification Requirements: Maintain traceability from materials to test reports and certification data, with written procedures implementing these requirements. 3.24 Material Traceability: Apply permanent codes to materials, ensuring traceability through all processes, including subcontracted operations. 3.25 Receiving Inspection: Inspect products and services upon receipt, verifying traceability, legibility, and compliance with specifications. 3.26 Discrepancy Reporting: Identify and process nonconforming products, maintaining records and reporting to the government. 3.27 Material Handling: Mark raw materials with unique traceability numbers, segregate stored materials, and verify correct materials before use. Maintain traceability during subcontracted operations. 3.28 Final Inspection: Perform inspections prior to Government acceptance, including sampling, verification, and documentation of properties, traceability, and nondestructive tests. 3.29 Material Certification: Quantitative analysis, reidentification, and recertification are required when properties are altered. Certification reports must be signed and accurate. 3.30 Material Marking for Traceability and Identification: Mark materials permanently with traceability codes, ensuring legibility and proper placement, including markings on balls and seats. 3.31 See CDRL DI-MISC-80678 (Special Emphasis C of C): The certificate must show traceability to individual items, including contractor info, contract number, NSN, and other details. 4. QUALITY ASSURANCE 4.1 Notes to DCMA QAR and the Contractor: Departures from requirements must be judged individually, with records maintained and submitted to the PCO. Proprietary designs require conformity to all drawings and specifications. The QAR reviews NDT procedures and maintains records. 5. PACKAGING 5.1 Preservation, Packaging, Packing, and Marking must comply with the Contract Schedule and MIL-STD 2073. 6. NOTES 6.1 Definitions of terms related to CSI items are listed, including ECDS, Critical Safety Item, Critical Process, First Article, GSI, and QALI, among others. These terms guide the handling, inspection, and documentation processes.
