The Federal Highway Administration (FHWA), Office of Highway Policy Information (HPL), is seeking sources to provide the National Performance Management Research Data Set (NPMRDS) and related technical support services for the National Highway System (NHS). - Government Buyer: - Federal Highway Administration (FHWA), Office of Highway Policy Information (HPL) - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Products/Services Requested: - Access to NPMRDS travel time data for passenger and freight traffic on the NHS - Technical support for data application and analysis related to Transportation Performance Management (TPM) - Data hosting and dissemination via an online portal with GIS mapping and REST API access - Delivery of daily raw and processed NPMRDS data, Division and TMC Performance Networks, and annual updates in ESRI FGDB and CSV formats - Computation and delivery of national-level summary data (weekly, monthly, annual speed data) - Annual data quality compliance study - Project management, including work plans, meetings, and progress reports - Optional services: - Computation of freight truck travel time reliability measures - Computation of travel time reliability measures for NHS segments - Computation of peak hour excessive delay for urbanized areas - Development of a web-based GIS tool for work zone performance measures - Unique or Notable Requirements: - Provision of both the NPMRDS data and comprehensive technical support - Data must be accessible via an online portal with GIS and API capabilities - Annual data quality study to ensure accuracy and coverage - Optional advanced analytics and web-based tools for specialized performance measures

RELEASED PURSUANT TO REVOLUTIONARY FAR OVERHAUL (RFO) FEDERAL ACQUISITION REGULATION (FAR) PART 10-FOR MARKET RESEARCH PURPOSES ONLY.
Potential Sources Sought. This is NOT a solicitation for quotes/submissions/proposals. Federal Highway Administration (FHWA) is conducting market research to identify potential sources for an anticipated requirement. The purpose of this notice is to obtain information, for planning purposes, regarding (1) the availability and capability of qualified sources to perform all or some of the work described below; and (2) the size classification of the available and capable sources relative to the North American Industry Classification System (NAICS) code for the proposed acquisition.
This notice does not solicit quotations/proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the FHWA will not provide reimbursement for any information that may be submitted in response to this RFI/SS notice. Companies/Firms/Respondents are solely responsible for all expenses associated with responding to this RFI/SS notice. Responding to this RFI/SS notice will neither increase nor decrease the likelihood of being awarded any contract in the future by FHWA for the requisite services.
The results of this RFI/SS notice will assist in identifying potential quoters having an interest in, and the resources to accomplish the work and contribute to determining the method of procurement.
NPMRDS data-The objective is to gain access to timely and quality travel time data referred to as the National Performance Management Research Data Set (NPMRDS) data covering the National Highway System (NHS) and obtain technical support needed by Federal, state, and local agencies to carry out the data application and data analysis related to Transportation Performance Management (TPM). The requirement for acquiring NPMRDS Data, Obtaining Technical Support, and Conducting Data Analysis”, FHWA Office of Highway Policy Information (HPPI) seeks to continue to provide the NPMRDS data as a tool and information source for the US Department of Transportation, FHWA, State Transportation Departments (DOTs), and Metropolitan Planning Organizations (MPOs) / Council of Governments (COGs) to use in transportation performance measurement and management.
