This opportunity is for commercial sound testing services to support SCIF accreditation at Edwards AFB (CA) and Nellis AFB (NV) under a five-year IDIQ contract. - Government Buyer: - U.S. Air Force, 412th Electronic Warfare Group and 412th Test Wing, Air Force Test Center (Contracting Office FA9302) - Scope of Work: - Acoustic sound testing at three buildings: Edwards AFB (Buildings 1020 and 1040) and Nellis AFB (Building 1733) - Estimated 754 acoustic test points over five years - Services include mobilization, site setup, sound testing, reporting, and retesting as needed - Testing covers doors, walls, floor/ceiling assemblies to confirm Noise Isolation Class (NIC) for SCIF accreditation - Contractor must provide all equipment, immediate failure notification, field mitigation, and retesting - Products/Services Requested: - Mobilization & Site Setup (multiple deployments per building) - Sound Testing (per test point) - Retesting/Over and Above services (not to exceed $20,000 per building) - Quantities: - Mobilization & Site Setup: 5 deployments per building (total 15) - Sound Testing: 132 (Nellis 1733), 216 (Edwards 1020), 406 (Edwards 1040) test points - Retesting: 1 per building (total 3) - Unique/Notable Requirements: - 100% Small Business Set Aside (NAICS 541380) - CMMC Level 1 certification required for award - Best value tradeoff evaluation: Past Performance and Technical Capability prioritized over Price - Contractor personnel must meet security, safety, and certification standards; background checks required - Work must be completed within 30 days of Notice to Proceed for each task order - Not-to-exceed retesting costs of $20,000 per building - No specific OEMs or product part numbers are named; requirement is for service provision only

Amendment #1 7/22/26 - Clarification that CMMC Level 1 is required for award.

This is a Combined Presolicitation/Solicitation Request for Quote (RFQ) for the acquisition of Sound Testing Services at Edwards AFB and Nellis AFB.

The resulting contract will be a single award Indefinite-Delivery Indefinite-Quantity (IDIQ) with a 5-year ordering period.

(i) This is a solicitation for commercial service prepared in accordance with the format in RFO 5.201(c), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Simplified Acquisition Procedures (RFO 12.201-1) will be used for this requirement.

Interested parties who believe they can meet all the requirements for the service described in this solicitation are invited to submit, in writing, a complete quote.

Offerors may utilize the attached SF1449 to complete quote information in addition to a separate quote (in PDF format); ensuring the quote contains information and pricing for all contract line items (CLINs) included on the SF1449. Offerors are required to submit with their quote enough information for the Government to evaluate the requirements detailed in this solicitation. Offerors shall submit quotes via email, please note the maximum file size is 10MB. Emails over this file size will not be received. Submit only written offers; oral offers will not be accepted.

This solicitation is issued as a Request for Quote (RFQ).

(iii) This solicitation document and incorporated provisions and clauses are in effect through the Revolutionary FAR Overhaul effective 01 February 2026.

(iv) THIS REQUIREMENT WILL BE: 100% Small Business Set Aside. The North American Industry Classification System (NAICS) number for this acquisition is 541380 "Testing Laboratories and Services" with a size standard $19,000,000.00.

(v) Period of Performance will be: 5 years from date of award.

(vi) The provision at RFO 52.212-1, Instructions to Offerors--Commercial Products and Commercial Services (Sep 2023), applies to this acquisition. Provisions and clauses can be viewed via internet at Acquisition.gov, https://www.acquisition.gov/.

A site visit will be held on 29 July 2026 from 9AM-10AM. The deadline for site visit interest will be 23 July 2026 by 12PM PDT. The evaluation factor used for this solicitation is Best Value Tradeoff. Past Performance, Technical Capability, and Price are all evaluation factors. All non-cost factors (Past Performance and Technical Capability), when combined, are significantly more important than Price. Please see attached SF1449 sections titled "Evaluation Factors for Award" and "Instructions, Conditions, & Notices to Offerors or Quoters" for more information on evaluation factors and proposal submission requirements.
