The USDA Agricultural Research Service (ARS) is seeking quotations for the procurement of a Blackbody device for use in an Environmental Chamber at its Conservation and Production Research Laboratory. - Government Buyer: - United States Department of Agriculture (USDA), Agricultural Research Service (ARS) - Offices: Conservation and Production Research Laboratory; Acquisition and Property Division - Products Requested: - Blackbody with high emissivity (>0.99), absolute temperature control, and air cooling - Quantity: 1 unit - Key technical requirements: - Power: 120 VAC - Target surface area: 300 mm x 300 mm - Temperature range: -5°C to +50°C - Ambient temperature range: -20°C to +40°C - Thermal uniformity: 0.2°C - Target emissivity: 0.99 - Temperature measurement accuracy: 0.03°C - Remote control interface: Ethernet, RS232, or IEEE488 - Slew rates: >0.5°C/s heating, >0.2°C/s cooling - Air cooled - Notable Requirements: - Delivery required within 60 days after award (or by specified deadline) - 12-month warranty included - Minimal installation with USDA escort during business hours - Vendors must provide technical documentation, make, model, and place of manufacture - Evaluation based on Lowest Price Technically Acceptable (LPTA) criteria - Compliance with all salient characteristics and federal anti-discrimination laws - No specific OEMs or part numbers are mentioned; vendors must demonstrate compliance with all technical specifications.

Description

In order to be considered for award QUOTERS SHALL SUBMIT ALL OF THE FOLLOWING:

Submit Firm Fixed Price quotation (quote on company letterhead) detailing the supply and valid for at least 60 days after receipt of quote. All Supplies MUST have the Place of Manufacture listed for all items in their quote. Submit attached SF-1449 with blocks 17a, 30a, 30b, 30c, and individual Contract Line Items priced in full. Submit Sam.gov Unique Entity ID (UEI) with quotation.  Submit Capability Statement and/or technical documentation or brochures/literature showing technical capability to meet or exceed ALL salient characteristics of the Specifications attached.

REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit ALL items requested in solicitation will be cause to reject the quote without further discussions.

DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.
