Description

PROJECT DESCRIPTION The 156th Wing, at the Muniz Air National Guard Base, Carolina, Puerto Rico, intends to issue a Request for Quotes conducted under the Revolutionary Federal Acquisition Regulation (FAR) Part 12 procedures for commercial services. The goal is to award a single firm fixed-price contract for non-personal services, including all supervision, transportation, labor, materials, equipment, fuel, and other necessary materials and quality control, except as specified in Paragraph 3.0 as Government Furnished items. The services involve performing Fiber Optic relocation to existing infrastructure within a new facility on the base, with a completion deadline of no later than 60 calendar days from contract delivery. The location is the 156th Wing Muniz Air National Guard Base, Carolina, Puerto Rico. Awarded contractor shall install, terminate, and test new primary and physically diverse redundant single-mode fiber optic cables between designated base facilities. This includes installing fiber optic patch panels, comprehensive testing, and providing all associated documentation. Work shall be in accordance with specifications contained in the Scope of Works (SOW) incorporated in this solicitation. Contract completion time is 60 calendar days after receipt of the contract, including inspection and punch lists. Period of Performance (PoP): 60 Days after receipt of contract SITE VISIT INFORMATION: Our agency will host a site visit on August 3, 2026, at 9:30 AM AST (local time), at the 156th Wing Air National Guard Base Muniz, Carolina, P.R. Interested contractors are encouraged to attend. Although not mandatory, the scheduled site visit is critical. It helps mitigate potential risks and damages for the government and contractor by showcasing the project level of effort. Participants should carry all necessary materials for notes and measurements. No questions will be answered during the visit; instead, they will be addressed in writing via requests for information (RFI). The solicitation and related information will be available only from the Contract Opportunities page at SAM.gov. Concealed carry, open carry, and personal firearms of any kind are strictly prohibited on the installation. IMPORTANT INFORMATION: 1. This solicitation is subject to the Federal Acquisition Regulation (FAR). Quoters should carefully review the attached Wage Determination. While the Wage Determination may reference the implementation of Executive Order 14026 (Increasing the Minimum Wage for Federal Contractors), the application of this order and its regulations are governed by the FAR. As of this solicitation, FAR FAC Number 2025-05 has not issued amendments to FAR clause 52.222-55. Therefore, FAR clause 52.222-55, Minimum Wages for Contractor Workers Under Executive Order 140, will be incorporated into any resulting contract. Although Executive Order 14026 has been rescinded, the implementing language and regulations rescinding FAR 52.222-55 have not been issued. FAR 52.222-55 remains in effect until formally modified or rescinded. Quoters are responsible for understanding and complying with all applicable FAR clauses, including FAR clause 52.222-55. Any inconsistency between the attached Wage Determination and FAR clause 52.222-55 shall be resolved in favor of the FAR clause. By submitting a quote, the quoter agrees to these terms. 2.
