Introduction This is a solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation Details Solicitation number 67100PR260037603 is issued as a request for quotation (RFQ), for Heavy Equipment Maintenance and Repair services at the U.S. Coast Guard Training Center (TRACEN) Cape May, located at 1 Munro Avenue, Cape May, NJ 08204.

Submission of Offers Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified. Offers shall include at minimum: (1) The solicitation number. (2) The name, address, telephone number of the Offeror. (3) The Offeror’s Unique Entity Identifier (UEI). (4) Information necessary to evaluate the factors contained in the provision at 52.212-2. (5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via SAM). (6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any amendment.

Period for Acceptance of Offers The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the receipt date, unless another period is specified in an addendum.

Project Description The U.S. Coast Guard Training Center (TRACEN) Cape May seeks to restore one (1) 2024 Volvo ECR50F Crawler Excavator to full mission-capable status, including targeted repairs to hydraulic cylinders and resealing of the bucket cylinder. Additionally, completion of 500-hour preventative maintenance services on both the Volvo ECR50F Excavator and the 2024 Volvo L20H Wheel Loader is required, including diagnostics, OEM parts, and compliant waste disposal, as per the attached Statement of Work (SOW).

Offerors must provide prices for all items/CLINs. A zero-dollar ($0.00) unit price indicates the service/supply will be provided at no charge. Unit prices left blank or with non-dollar annotations will be unacceptable.

Site Visit Ensuring accurate bid submissions is crucial. All bidders are encouraged to conduct a site visit to verify quantities before finalizing bids. An organized site visit is scheduled for Tuesday, August 4, 2026, at 10:00 am EST. Participants should assemble at the TRACEN Cape May Security Office. Prior to scheduling, visitors must provide full legal name, date of birth, contact number, email, Real ID Driver’s License, vehicle registration, and proof of insurance. Basis for Award: Award will be made to the quoter offering the best value, considering technical capability, past performance, and price. Evaluation criteria include: Technical Capability: Ability to perform maintenance on Volvo equipment, access to diagnostic tools, OEM parts, execution plan, and scheduling approach. Past Performance: Quality, relevance, and recency of similar work, references, and customer satisfaction. Price: Total proposed Firm Fixed Price, evaluated for fairness and reasonableness.

Quotes must meet all RFQ requirements. Non-compliant quotes may be rejected. A Firm-Fixed Price contract will be awarded to the responsible offeror whose proposal is most advantageous, considering price and other factors. The government may conduct discussions if necessary. The award is anticipated 10 days after the closing date. The government reserves the right to withdraw or modify the requirement prior to award.

Submission Requirements All quoters must submit the following:

VOLUME 1: Price Section A: Pricing as requested. Total price will be evaluated. The proposed price should reflect understanding and consistency with the requirements.

VOLUME 2: Section A: Technical Proposal. Submit a detailed technical approach and methodology for completing the SOW. Limit to 30 pages, minimum 12-point font. Include drawings, charts, pictures, but exclude section dividers, TOC, figures, glossary, and resumes.

VOLUME 3: Past Performance Record. Provide data for two relevant contracts from the last five years, including contractor name, contract number, points of contact, period of performance, initial price, and description of services.

Submission of incomplete quotes may result in elimination. Each item must be submitted as a separate electronic attachment with clear identification. Include sufficient details for evaluation.

This is an open-market solicitation. Quotes must include the statement: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." or "The terms and conditions in the solicitation are acceptable with the following exceptions: ..."
