Sole Source Bridge Contract for Cybersecurity and IFF Systems Engineering Support (AFLCMC/EN-EZ)

This notice announces the Air Force's intent to award a sole source bridge contract to KBR Wyle Services, LLC for critical cybersecurity and systems engineering support. - The United States Air Force (AFLCMC/PZIT and AFLCMC/EN-EZ at Wright-Patterson AFB) will issue a Cost-Plus-Fixed-Fee Level-of-Effort contract to KBR Wyle Services, LLC. - The contract covers: - Cybersecurity research, analysis, and assessments to protect USAF systems and software from unauthorized access or disruption - Research and development for Mark XIIB and Advanced Friendly IFF (Identification Friend or Foe) capabilities - AIMS box and platform-level certification testing, including support for DoD, NATO, and partner nations - System-level changes for DoD and Foreign Military Sales requirements - The contract is justified as a non-competitive, sole source action under FAR Part 6 due to the specialized nature of the work and the need to prevent disruption of ongoing support - The period of performance is 12 to 18 months, serving as a bridge contract - No specific products, part numbers, or purchase quantities are listed; this is a services-only procurement - KBR Wyle Services, LLC is the only vendor named, but interested parties may submit capability statements for consideration

Description

This new contract action is an individual sole source justification in accordance with FAR Part 6. This is an acquisition for highly specialized cybersecurity, systems engineering, and AIMS Program Office support services:

This procurement will be a Cost-Plus-Fixed-Fee Level-of-Effort (CPFF LOE) award.

This is not a request for competitive proposals and no solicitation is available at this time. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required supplies/services by 5 August 2026 at 2PM EST. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.

Col(S) Paul W. Tinker has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer.
