The Department of Homeland Security (DHS), through FEMA, is preparing a Blanket Purchase Agreement (BPA) for Communication Access Services (CAS) and is hosting a virtual industry day to inform potential vendors. - Opportunity covers DHS-wide requirements for communication access services supporting individuals with disabilities (Deaf, Hard of Hearing, DeafBlind, Blind, speech disabilities) - Services include: - Sign language interpretation (ASL, Puerto Rican, Mexican, International, other systems) - Certified Deaf Interpreter (CDI) support - DeafBlind and tactile interpretation - Video Remote Interpreting (VRI) - Communication Access Realtime Translation (CART) - Captioning, audio description, braille transliteration, reader services - Accessibility consultation, Section 508 compliance, technical assistance - Training, program management, technology support - Emergency/disaster surge accessibility support - Travel and OCONUS mission support - Flexible delivery modes: onsite, virtual, hybrid - Ordering period: March 3, 2027 – March 2, 2032, with possible extension for call orders - Services required 24/7/365, including surge and emergency operations - No specific OEMs or vendors named; open to industry participation - Industry day event is open for registration and will be held via Zoom Webinar - Reporting and quality control deliverables required monthly or as directed - Multiple CLINs (Contract Line Item Numbers) for each service type - Details and requirements outlined in the draft Performance Work Statement (PWS)
