The City of Rock Island's Community and Economic Development (CED) Department is seeking bids for a full rehabilitation project at 816 21st Street, funded by the Illinois Housing Development Authority (IDHA). - Project Scope: - Chimney removal below roof line, with framing, flashing, and roof reconstruction as needed - Complete roof replacement, including removal to sheathing, damaged wood replacement, installation of ice and snow guard, water barrier, style D roof edge, flashing, 35-year warranty shingles, ridge vent, and EDPM rolled roofing for low-pitched areas - Electrical upgrades: replacement of 100-amp panel with new 30-space 100-amp panel, new meter socket with disconnect, weather head and mast replacement, installation of keyless lights, GFCI, and LED motion sensor lights - HVAC system replacement: removal of existing furnace, installation of minimum 80% efficient gas furnace, new AC unit with new line-set, compressor, frost protection pad, programmable thermostat, and all required ductwork and piping - Stair assembly replacement: new stringers, risers, treads, and handrail per IRC2015 - House encapsulation and siding: installation of house wrap, foam insulation, window furring, new vinyl double 4 panels, siding blocks, and color-matched caulk - All work must comply with IDHA, EPA, OSHA, State of Illinois, and local building and zoning codes - Contractors must be licensed, bonded, insured, and provide detailed line-item budgets - Notable requirements: - Strict adherence to environmental and safety standards - 30-day completion window from contract signing - Bids must remain valid for 60 days - No specific OEMs or vendors are named; contractors may propose suitable products that meet or exceed specifications
