USDA Forest Service Seeks Timber Harvesting and Road Construction Services for Los Pinos DxP IRSC Project

The USDA Forest Service, Pagosa Ranger District, is seeking contractors for the Los Pinos DxP Integrated Resource Stewardship Contract (IRSC) in Archuleta County, Colorado, focused on forest health, fire risk reduction, and road infrastructure improvements. - Government Buyer: - USDA Forest Service, Stewardship Contracting Branch, Pagosa Ranger District, San Juan National Forest - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or commercial vendors are named; all work involves forestry and construction services. - Products and Services Requested: - Timber Harvest and Removal: - Cutting and removal of included timber (estimated 1,960 CCF total: 1,328 CCF Ponderosa Pine/Douglas-Fir, 632 CCF White Fir/other conifers, plus aspen nonsaw and biomass) - Thinning and group selection cuts across 498 acres (152 acres to be cut) - Timber scaling, slash disposal, and biomass removal - Road Construction and Maintenance: - Roadbed reconditioning and surfacing (aggregate and native surfaces) - Clearing, grubbing, excavation, embankment, and grading (including Coal Creek trail parking area) - Installation of culverts (20 linear feet, 18x20 corrugated metal pipes), drains, and heavy-duty double closure gates - Roadway obliteration, rerouting, and realignment (multiple segments, e.g., NFSR 666, 666.E, 666.F, 666.F1, 666.H) - Temporary traffic control and signage per MUTCD standards - Other Services: - Erosion control and seeding - Fire precautions and safety measures - Compliance with environmental, safety, and labor regulations - Unique or Notable Requirements: - All timber must be removed within 90 days of severing unless otherwise approved - GPS-based boundary measurements for cut units - Domestic processing of timber required - Compliance with OSHA, MUTCD, and environmental laws - Small business set-aside under NAICS 113310 (Logging), size standard 500 employees

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 12363N26Q4124 is issued as a Request for Quotation (RFQ) for The objectives of this project are to address concerns about forest health and fuel loading, and to improve road condition and decrease erosion associated with road infrastructure by accomplishing the following: Thinning and group selection cuts and timber removal in mixed conifer stands Reconditioning aggregate and native roadways and performing associated maintenance and upgrades to drainage structures and closure gates Rerouting a small segment of system road Regrading and surfacing the Coal Creek trail parking area  

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 113310 - Logging  The small business size standard is 500 employees  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.
