This opportunity seeks contractors to provide comprehensive road maintenance services for the Chattahoochee–Oconee National Forests in Georgia under a multi-award Blanket Purchase Agreement (BPA). - Government Buyer: - USDA Forest Service, Chattahoochee–Oconee National Forests, Procurement & Property Services - OEMs and Vendors: - No specific OEMs or vendors are named; services may require use of products from brands such as ADS Geosynthetics, Curlex, and Nilex (for erosion control materials), and SediMax (for straw wattles), or equivalents - Products/Services Requested: - Road maintenance services across four Ranger Districts: Chattooga River, Oconee, Conasauga, and Blue Ridge - Tasks include: grading, ditch cleaning, aggregate placement, spot surface repair, brushing, mowing, hazard tree removal, dust abatement, erosion control, bridge deck cleaning, and emergency response - Equipment and operator services for graders, dozers, trackhoes, backhoes, dump trucks, water trucks, compaction equipment, and more - Use of specific materials for erosion control (e.g., biodegradable blankets, straw wattles, certified weed-free straw bales) - Annual quantities specified for each service and material, with detailed technical and quality standards - Unique or Notable Requirements: - Multi-award BPA structure with a base year and four 12-month option years (total five years) - Contractors must price entire service zones and be able to respond to emergency maintenance within 24 hours - Total small business set-aside under NAICS 237310 (Highway, Street, and Bridge Construction) - Non-personal services contract; contractors provide all labor, equipment, and materials - Emphasis on environmental compliance (e.g., use of certified weed-free and biodegradable materials)

Description

Multi-Award Blanket Purchase Agreement (BPA) with Base and 4 Option Years (5YR 

–This is a non-personal services contract to provide road maintenance services to the Chattahoochee–Oconee National Forests.

FOR: Ranger Districts on the Chattahoochee-Oconee National Forests:

-Chattooga River Ranger District - 9975 US-441 Lakemont, GA 30552 -Oconee Ranger District - 1199 Madison Rd Eatonton, GA 31024 -Conasauga Ranger District - 3941 US-76 Chatsworth, GA 30705 -Blue Ridge Ranger District - 2042 GA-515 Blairsville, GA 30512

The Period of Performance shall be for one (1) Base Year of 12 months and four (4) 12-month Option Years, as follows:

Base Year        September 1, 2026 – August 30, 2027

Option Year 1  September 1, 2027 – August 30, 2028

Option Year 2  September 1, 2028 – August 30, 2029

Option Year 3  September 1, 2029 –August 30, 2030

Option Year 4 September 1, 2030 – August 30, 2031

-It is anticipated that a firm-fixed price multi-award Blanket Purchase Agreement (BPA)

Evaluation and Basis for Award

The provision at FAR 52.212-2, Evaluation—Commercial Products and Commercial Servicesis not applicable to this solicitation. In lieu of this provision, quotes will be evaluated in accordance with FAR 12.203 based on the criteria listed below. Award(s) will be made to the offeror(s) representing the best value to the Government.
