Commercial Acquisition – RFO Part 12 The Indian Health Service (IHS), Phoenix Area Office, intends to award a commercial purchase order to D.D. Bainbridge & Associates, Inc. for the Strategic Quality Support System (SQSS) in support of Accreditation Association for Ambulatory Health Care (AAAHC) accreditation activities at Fort Yuma Health Care Center. This acquisition is conducted in accordance with RFO 12.102(a), Restricting Competition, based on the Government's determination that only one responsible source is available to satisfy the Government's requirement. This notice is not intended to re-open market research. Rather, it provides one final opportunity for any responsible source capable of furnishing the proprietary Strategic Quality Support System (SQSS) to identify itself prior to award. Description of Requirement The contractor shall provide the proprietary Strategic Quality Support System (SQSS), including software licensing, implementation support, system configuration, training, maintenance, technical support, software updates, and related services in accordance with the attached Performance Work Statement (PWS). The anticipated period of performance consists of: •One (1) 12-month Base Period•Four (4) 12-month Option Periods NAICS: 541512 – Computer Systems Design Services PSC: DA10 – IT and Telecom – Business Application/Application Development Software as a Service Restriction of Competition The Government conducted market research, including the issuance of Sources Sought Notice SS-26-PHX-025, and evaluated all responses received. Based on the market research conducted, the Government determined that D.D. Bainbridge & Associates, Inc. is the only responsible source capable of providing the proprietary Strategic Quality Support System (SQSS). Competition is restricted because no other source demonstrated the authority to furnish, license, implement, maintain, or support the proprietary SQSS platform. Response Instructions All responsible sources may submit a capability statement, quotation, or other information demonstrating their ability to satisfy the Government's requirement. Responses shall specifically demonstrate: • Authority to provide the proprietary Strategic Quality Support System (SQSS); • Authorization to license, implement, maintain, and support SQSS if the respondentis not the software owner; • Capability to satisfy the requirements identified in the attached Performance WorkStatement. Responses proposing alternative software products or equivalent solutions will be evaluated solely to determine whether the Government's decision to restrict competition should be reconsidered.
