Vallejo Police Department Seeks Independent Evaluators for Public Safety Grant Programs

The City of Vallejo, through the Vallejo Police Department, is seeking independent evaluators to support three major public safety grant programs. - Government Buyer: - City of Vallejo, Vallejo Police Department - Scope of Work: - Evaluation, data collection, reporting, and technical assistance for: - BSCC CalVIP Cohort 5 (community violence intervention) - DOJ Law Enforcement Mental Health and Wellness Act (LEMHWA) (officer wellness) - BSCC Byrne State Crisis Intervention Program (SCIP) (mobile crisis co-response) - Services Requested: - Develop or refine Local Evaluation Plans (LEPs) - Design and implement data collection and tracking systems - Conduct process and outcome evaluations - Monitor fidelity to evidence-based models - Support required grant reporting (BSCC and DOJ) - Engage stakeholders through interviews, focus groups, and surveys - Produce quarterly, annual, and final evaluation reports - Provide recommendations for sustainability and quality improvement - Notable Requirements: - Demonstrated experience in law enforcement, behavioral health, violence intervention, crisis response, public health, and/or trauma-informed programming - Strict confidentiality and data protection - Collaboration with city staff and community partners - Ability to support multiple grant programs simultaneously - No specific OEMs or vendors are named, as this is a qualifications-based solicitation for professional services.

Description

The City of Vallejo and the Vallejo Police Department (VPD) are seeking qualified independent evaluators to provide evaluation, data collection, reporting, and technical assistance services for multiple state and federal grant-funded public safety initiatives. Evaluators may be responsible for developing or refining Local Evaluation Plans, establishing data collection methodologies, conducting process and outcome evaluations, monitoring fidelity to program models, assisting with reporting requirements, conducting stakeholder engagement, producing evaluation reports, and supporting continuous quality improvement. The scope includes experience with law enforcement, behavioral health, violence intervention, crisis response, public health, and trauma-informed programming. Proposals must be submitted online by July 22, 2026.
