The Judiciary, State of Hawaii, is seeking a contractor to provide comprehensive statewide drug confirmation testing services for its juvenile and adult client services branches, including specialty courts. - Government Buyer: - Judiciary, State of Hawaii (First Circuit Court, Adult Client Services Branch) - Offices located across all Hawaii islands - Products and Services Requested: - Approximately 7,788 drug confirmation tests annually using GC/MS and/or LC/MS/MS methods - Substances include alcohol (ETG), amphetamines, barbiturates, benzodiazepines, cannabinoids, cocaine, fentanyl, inhalants, kratom, LSD, methadone, opiates, phencyclidine, steroids, spice/K2/K3, and others - Includes specimen validity tests and special tests upon request - Specimen collection and transport supplies (minimum 50 kits per location with 25+ monthly specimens) - Leak-proof bottles, tamper-evident seals, chain of custody forms, shipping containers, and instructions - Expert testimony services (in-person, phone, deposition, teleconference, litigation packets) - Unique/Notable Requirements: - Reporting of test results within 48-72 hours - Secure storage of positive samples for 180 days - Web-based reporting and billing - Separate invoicing for each office served - Contractor must provide all labor, tools, equipment, and resources - Compliance with Hawaii Bidder/Offeror Preference Certification and General Excise Tax limitations - All responses submitted electronically via HIePRO system - No specific OEMs or vendors are named in the solicitation - Contract duration up to 48 months, with possible annual extensions, subject to funding and performance

This solicitation is for providing statewide drug confirmation testing services for the juvenile and adult client services branch, including specialty courts of the Judiciary, State of Hawaii.
