Comprehensive DDC System Replacement and Integration at Aviano Air Base, Italy

This procurement seeks a comprehensive replacement and upgrade of the Direct Digital Control (DDC) system for Building 1428 at Aviano Air Base, Italy, managed by the U.S. Air Forces in Europe, 31 CES. - Government Buyer: - U.S. Air Forces in Europe, 31st Contracting Squadron (31 CONS), 31st Civil Engineer Squadron (31 CES) - OEMs and Vendors: - Honeywell (noted for Niagara4/EagleHawk NX platform and controllers) - iSMA (M-Bus Gateway) - Additional OEMs may be involved for sensors and transmitters, but Honeywell is the primary referenced manufacturer - Products/Services Requested: - Replacement of 204 Variable Air Volume (VAV) field devices and controls - Replacement of field devices and controls for 4 Air Handling Units (AHU-1 to AHU-4) - Replacement of domestic hot water, fresh air unit, unit heater, Mini Split unit, chiller, chilled water pump, hot water boiler, and hot water pump field devices - Integration of all replaced controls into the current supervisory system (Honeywell Niagara4/EagleHawk NX) - System balancing and provision of schematics - Key hardware includes: - 228 Optimizer Unitary programmable controllers (UN-RS0844TS230NMC) - 204 duct/immersion sensors (AKF10+ NTC20k, various lengths) - 204 wall modules (TR42) - 7 EagleHawk NX controllers (CLNXEHSERIES26ND) - 7 base licenses and 5 license upgrades for EagleHawk NX - 1500 IP-T1L single-pair media converter adapters (10BASE-T1L-ADAPT-0) - 2 iSMA-B-MG-IP M-Bus Gateways - Additional sensors, transmitters, and installation materials - Services include: - Technical surveys, programming, installation, testing, operator training - Supply and installation of new switchboards and IP data network - Disconnection and removal of existing equipment - Third-party testing and balancing (T&B) with certification - Unique/Notable Requirements: - All new controls must be integrated with the existing Honeywell Niagara4/EagleHawk NX supervisory system - System-wide balancing and certification by a third party - Provision of detailed schematics and documentation - Installation of new network infrastructure and switchboards to support the automation system

Description

The vendor must replace 204 Variable Air Volume field devices & coinciding controls, replace AHU-1 field devices & coinciding  controls, replace AHU-2 field devices & coinciding controls, replace AHU-3 field devices & coinciding controls, replace AHU-4 field  devices & coinciding controls, replace domestic hot water field devices & coinciding controls, replace 9 fresh air unit field devices  & coinciding controls, replace 6 unit heater field devices & coinciding controls, replace 9 Mini Split units field devices &  coinciding controls, replace chiller field devices & coinciding controls, replace chilled water pump field devices & coinciding  controls, replace hot water boiler field devices & coinciding controls, replace hot water pumps field devices & coinciding controls,  integrate the above controls on current supervisory system, establish connection to all replaced devices, balance entire system  and provide schematics outlining the work accomplished.

Aviano Air Base LVIS Gate SP 31 Roveredo in Piano PN 33080, Italy is the formal meeting location regardless if you have base access.
