Empire State Development is seeking a qualified consultant or firm to provide strategic advisory and owner's representative services for the GO-SEMI Connectivity Portal. The selected firm will create a roadmap, identify technologies, and recommend the building of a comprehensive digital portal to support Small Business Enterprises (SBEs), including MWBEs, SDVOBs, DBEs, and SEDIs, by addressing capacity constraints and enhancing their competitiveness for large-scale contracts. The initiative aims to establish a scalable and sustainable framework to support small business participation in public and private sector contracting opportunities. The winning bidder will be disqualified from competing for the subsequent software development contract to avoid conflicts of interest.
