This opportunity is for the replacement of three low water crossings with new single-span bridges on Forest Route 78 (FR 78) in the Monongahela National Forest, Webster County, West Virginia, managed by the USDA Forest Service, CSA East 13, and the Gauley Ranger District. - Government Buyer: - USDA Forest Service, CSA East 13 (Atlanta, GA) - U.S. Forest Service, Gauley Ranger District, Monongahela National Forest - Project Scope: - Remove three existing vented ford low water crossings at MP 0.39 (Lower Dogway Bridge), MP 1.11 (Dogway Bridge), and MP 1.6 (Upper Dogway Bridge) - Construct three new single-span bridges with: - Concrete abutments - Timber nail-laminated decks - Steel stringers (W40x183 structural steel, approx. 51,215 lbs per bridge) - Steel or concrete foundations - Gravel approaches - Riprap armoring and underdrain systems - Includes site preparation, clearing, excavation, dewatering, micro piling, and final site cleanup - In-stream work and dewatering required for all bridges - Road closures with no detours during construction - Products and Materials: - Structural steel (W40x183), galvanized and painted options - Treated structural timber decks - Epoxy coated reinforcing steel (approx. 9,036 lbs) - Steel H-piles (approx. 448 feet) - Riprap, aggregate base, joint sealing, bearing devices, and other bridge construction materials - Services: - Mobilization, construction survey and staking, silt sock and check dam installation, clearing and grubbing, removal of old structures, embankment, structure excavation, structural backfill, turf establishment, and temporary traffic control - Unique/Notable Requirements: - Strict environmental and safety compliance (no blasting, environmental protection plans, traffic control plans) - Instream work limited to low-flow season (July 1 to October 1) - No work on federal holidays or weekends without approval - Winter shutdown period (170 days) unless otherwise approved - Performance and payment bonds required - Total small business set-aside - No specific OEMs or proprietary vendors are named; standard construction materials and methods are specified.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 124455260104 is issued as a Request for Quotation (RFQ) for Monongahela NF FR78 Dogway Bridge Replacement; The contract removes three (3) existing vented ford low water crossings over Dogway Fork located on FR 78 with new single span structures. The new structures at MP 0.39 - Lower Dogway Bridge, MP 1.11 - Dogway Bridge, and MP 1.6 - Upper Dogway Bridges include concrete abutments, timber decks, and new gravel approaches. In stream work and dewatering is required for all bridges.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 237310  The small business size standard is $45M.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.
