The U.S. Department of State's Bureau of Overseas Buildings Operations (OBO) is seeking a contractor for the HSI Office Renovation Project at the U.S. Embassy Compound in Bogota, Colombia. - Government Buyer: - U.S. Department of State, Bureau of Overseas Buildings Operations (OBO), U.S. Embassy Bogota, GSO-Procurement & Contracting Unit - Project Scope: - Complete interior renovation of the HSI office space - Architectural/civil engineering: installation of high-impact drywall walls, suspended modular ceiling system (Armstrong Cirrus 589B), modular carpet tiles, metal door frames, and premium water-based paints - Mechanical engineering: installation and integration of new HVAC equipment and components (air diffusers, ducts, fan coil units, VRF cassettes, anti-vibration mounts) - Electrical engineering: installation of new lighting fixtures (LED lamps 60x60cm 40W 277V), Leviton receptacles, occupancy sensors, switches, EMT conduits, armored cable, and related accessories per NEC and RETIE standards - Fire protection: installation and upgrade of fire protection system components (black steel and CPVC piping, quick response sprinklers, valves, hydrostatic testing) per NFPA 13 and 72 - Products and Quantities: - 173 Armstrong Cirrus 589B suspended ceiling panels (61cm x 61cm) - 195 modular carpet tiles (50cm x 50cm) - Additional products include drywall, paints, metal door frames, HVAC and fire protection components, and electrical materials (quantities not specified except as above) - Notable Requirements: - Compliance with U.S. and Colombian building codes and standards (NEC, RETIE, NFPA) - Security clearances required for all personnel - Detailed quality control and safety procedures - Liquidated damages for delays - Contractor must be registered in SAM prior to award

Description

The project consists of the remodel of HSI Space, seeking to respond to the current space request for growth. The project is located within the U.S. Embassy Compound in Bogotá, Colombia.

The renovation encompasses the following design trades:

A. Architectural / Civil Engineering: Installation of new drywall and glass partitions, replacement of ceiling tiles, carpet and baseboard installation, and provision of new doors and associated hardware.

B. Mechanical Engineering: Installation, modification, or extension of the HVAC system, including connecting new equipment, ducts, and controls to the existing HVAC infrastructure.

C. Electrical Lighting: Installation of new interior lighting fixtures and associated electrical works connected to the existing electrical distribution panel.

D. Electrical Power: Installation of new interior electrical power outlets, circuits, and associated works connected to the existing electrical distribution panel.

E. Fire Protection: Installation, modification, or extension of the fire protection system, connecting new components to the existing system to ensure full coverage and compliance.

Construction is estimated to begin in September 2026 (can be adjusted between Embassy – Contractor) and is expected to take approximately 50 working days.

The Government intends to award a Contract resulting from this solicitation to the lowest priced technically acceptable list of prices. The Government may award the contract based on the initial offer without discussion.

All contractors must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 52.204-7.  Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals.
