The Food and Drug Administration (FDA), Office of Laboratory Operations and Applied Science (OLOAS), is seeking to procure Maxwell RSC 48 DNA Extraction Systems or equal for its Human and Animal Food Laboratories (HAFL) nationwide. - Government Buyer: - Food and Drug Administration (FDA) - Office of Laboratory Operations and Applied Science (OLOAS) - Office of Regulatory Testing and Surveillance (ORTS) - Human and Animal Food Laboratories (HAFL) - OEMs and Vendors: - Promega Corporation (OEM of Maxwell RSC 48 DNA Extraction System) - Equal products from other manufacturers are permitted if all requirements are met - Products/Services Requested: - Maxwell RSC 48 DNA Extraction System or equal (7 units initially, 1-2 units per year in option years) - Includes instrument, tablet PC with Maxwell RSC Application Software, USB/power cables, deck trays, UV bulb, tablet holder, Quantus Fluorometer and accessories, Quick Start and Set-up Guides, and additional trays - Capable of processing up to 48 samples per run in approximately 30 minutes - Installation services by manufacturer-certified engineers (7 installations initially) - On-site training for up to 3 users per laboratory (21 training sessions initially) - One-year warranty support for each system, including parts, labor, unlimited remote support, and on-site service as needed - Unique/Notable Requirements: - Equal products must meet or exceed all specified physical, functional, operational, and performance characteristics - Offerors proposing equal products must submit technical documentation for evaluation - Installation and training must be completed within 14 days of delivery - Warranty requires response within 2 business days and on-site service within 5 business days if remote support is insufficient - Procurement is under a 5-year Blanket Purchase Agreement (BPA) with no guaranteed minimum quantity - Delivery locations include FDA labs in Arkansas, Georgia, California, Colorado, Washington, and New York

Description

This is a combined synopsis/solicitation for commercial products prepared in accordance with the format prescribed in FAR 12.202, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested, and a separate written solicitation will not be issued.

Solicitation Number HFP-2026-133524 is issued as a Request for Quotations (RFQ) for the acquisition of Maxwell RSC 48 DNA Extraction Systems or Equal, including delivery, installation, on-site training, warranty support, and related services for FDA laboratory facilities.

This acquisition is not set aside for small business concerns. It is being conducted using full and open competition. The solicitation incorporates provisions and clauses by reference. The full text of incorporated provisions and clauses is available at https://www.acquisition.gov.

This acquisition is not rated under the Defense Priorities and Allocations System (DPAS).

Requirement

The contractor shall furnish all labor, materials, equipment, transportation, supervision, installation, training, warranty support, and incidental services necessary to provide Maxwell RSC 48 DNA Extraction Systems or Equal in accordance with the salient characteristics and performance requirements contained in the attached solicitation.

Equal products shall meet or exceed all required physical, functional, operational, and performance characteristics identified in the solicitation. Offerors proposing an equal product shall submit sufficient technical documentation to demonstrate compliance.

Delivery and Acceptance

Delivery shall be completed within 90 calendar days after receipt of order.

Installation shall be completed within 14 calendar days after delivery.

FOB: Destination.

Inspection and acceptance shall occur at destination after successful delivery, installation, operational testing, and completion of required training.

Initial delivery locations include FDA laboratory facilities located in Arkansas, Georgia, California, Colorado, Washington, and New York.
