Description
This is a pre-solicitation synopsis of a proposed contract action in accordance with Revolutionary FAR Overhaul (RF)) Subpart 5.1.
The U.S. Air Force has a requirement to support the Minuteman III (MMIII) Intercontinental Ballistic Missile (ICBM) Pendulous Integrated Gyroscopic Accelerometer (PIGA) Float repair effort to ensure that the MGS remains operational and meets warfighter requirements. This effort includes repair/replacement of Government Furnished Equipment (GFE) as required to support the PIGA Float Assembly repair line. The PIGA Float is an extremely complex, critical and precise sub-assembly that is the heart of the PIGA instrument. Each Missile Guidance Set contains three separate PIGA instruments which, in turn, each house a PIGA Float. The PIGA Float allows the PIGA to measure missile acceleration. Without this key component, the ICBM would cease to function properly.
The Government intends to solicit and negotiate with only one source, Honeywell Aeropspace (CAGE: 09128), under the authority of 10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1. Market research, including a Sources Sought Synopsis (FA821425CBPIGA) posted on 29 May 2025, concluded that Honeywell Aerospace is the only responsbile source capable of meeting the Government's requirements without unacceptable delays.
This notice of intent is not a request for competitive proposals. However, all responsible sources may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
Scope of Work
The Government anticipates awarding a Cost Plus Fixed Fee(CPFF) and Firm-Fixed-Price (FFP) IDIQ structured for five years. Each year a new two year non-severable Task Order will be issued for the repair of 96 PIGA Floats. The ordering Period is anticipated for 1 November 2026 thru 31 October 2031. The scope includes the re-manufacture, rebuild, and repair of Pendulous Integrating Gyroscopic Accelerometer (PIGA) Float Assemblies, a critical component of the Minuteman III Intercontinental Ballistic Missile weapon system.
It is anticipated that a RFP FA821426RB002 will be issued on or about the first week of August 2026.
