This justification covers the acquisition of one (1) new TMOT Rotating Group (Model B121287), the factory overhaul of the existing Government-furnished legacy rotating group (Model C104916), and the services of an OEMcertified technician to supervise the on-site removal and installation. Exclusive Expertise and Proprietary Data: TMOT is the only entity with the proprietary drawings, tooling, and specific expertise required to overhaul the legacy rotating group (C104916) to factory specifications. The manufacturer has stated that a full inspection of the unit housing, prop shaft, and motor, along with the proper pressure and operational tests, can only be performed at their facility.
