Description
The Centers for Disease Control and Prevention (CDC) intends to award a sole-source, firm-fixed-price contract to Franklin Young International, Incorporated, an authorized QIAGEN reseller.
This acquisition is for commercial products and associated commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 12.102(a). The North American Industry Classification System (NAICS) code for this procurement is 334516 – Analytical Laboratory Instrument Manufacturing.
Interested parties may identify their interest and demonstrate their capability to satisfy the Government’s minimum requirements.
This notice of intent is not a request for competitive proposals. However, all responses received within fifteen (15) calendar days after publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be submitted electronically to the Contract Specialist identified in this notice by the closing date and time specified.
Brand Name Requirement
The Government requires the purchase of two (2) QIAGEN QIAcube Connect RNA/DNA Extraction Systems (SYS-FUL-1) and two (2) corresponding QIAcube Connect IQ/OQ Services, including installation, operator training, warranty, and Installation Qualification/Operational Qualification (IQ/OQ) services, in support of the Newborn Screening and Molecular Biology Branch, Division of Laboratory Sciences (DLS), Centers for Disease Control and Prevention.
The requirement is for the QIAGEN QIAcube Connect system because the Government’s validated laboratory workflows, existing operating environment, and technical requirements require continued use of this platform. The acquisition includes all associated hardware, software, installation, training, warranty, and IQ/OQ services necessary to place the systems into full operational use.
Franklin Young International, Incorporated holds General Services Administration (GSA) Federal Supply Schedule Contract No. GS-07F-0636W as an authorized QIAGEN reseller and was identified through market research as the source capable of providing the required QIAGEN products and associated services that satisfy the Government’s minimum requirements.
The Government’s requirement for the identified brand name is based on the laboratory’s minimum technical and operational requirements as documented in the supporting acquisition file and market research. Market research did not identify any alternative product that satisfies the Government’s minimum requirements. Any interested source may submit information demonstrating its capability to satisfy the Government’s minimum requirements. Responses received will be evaluated solely to determine whether they demonstrate the capability to satisfy the Government’s minimum requirements and whether a competitive procurement is appropriate.
