Annual Synopsis for EAGLE Program Requirements This announcement provides the annual synopsis for requirements falling under the scope of the Enhanced Army Global Logistics Enterprise (EAGLE) program. It covers requirements related to Army Materiel Maintenance Services, Retail/Wholesale Supply Services, and Transportation Support Services that are designated for performance under the EAGLE program and emerge within the year following this publication. This includes, but is not limited to, requirements specifically identified herein. The Basic Ordering Agreement (BOA) Request for Proposal (RFP) will be the only opportunity for contractors to obtain an executed EAGLE BOA to propose against subsequent Task Order (TO) RFPs. This synopsis satisfies FAR 22.1010, Notification to interested parties under collective bargaining agreements. Procurement Process The Army Contracting Command, Rock Island, intends to issue a BOA RFP (Step two of the three-step procurement process) applicable for all EAGLE TO requirements emerging this year. Any responsible offeror may submit a proposal in response to the BOA RFP. The BOA RFP will result in the execution of BOAs with offerors deemed technically acceptable in accordance with the solicitation requirements. Separate TO RFPs (Step three) will also be issued for each of the EAGLE requirements emerging within the year. However, the BOA RFP will be the only opportunity for contractors to obtain an executed EAGLE BOA to propose against the subsequent TO RFPs. BOA proposals will not be solicited nor accepted outside of the annual BOA RFP, even for emergent requirements not specifically identified herein. Therefore, contractors interested in future EAGLE TOs should submit a proposal in response to this BOA RFP. Important Dates The estimated release date of the BOA RFP (W519TC-26-R-0032) is August 10, 2026. The closing date for proposals will be specified in the RFP. The BOA RFP will be issued electronically, along with any amendments. Contractors are advised to review SAM (SAM.gov) periodically for amendments, as failure to respond to amendments may render proposals non-responsive and lead to rejection. Scope of Requirements This synopsis covers all EAGLE requirements that emerge within the year after publication. Some requirements are already identified and designated for performance under the EAGLE program, with issuance of TO RFPs anticipated after the completion of the BOA process under RFP W519TC-26-R-0032. Examples include: Presidio of Monterey (POM), CA: RFP release estimated in 4th Quarter FY 2026, with a response due approximately 30 days after release. The task order award is projected for December 17, 2026. This will be a SB Set-Aside. POM hosts the Defense Language Institute Foreign Language Center (DLIFLC), the world’s largest foreign language institute. The contractor will support various functional areas including Plans and Operations, Materiel Maintenance Division, Installation Supply & Services Division, and Installation Transportation Division. Fort Lee, VA (FLVA): RFP release estimated in 2nd Quarter FY 2027, with a response due approximately 30 days after release. The task order is projected for December 17, 2026. This will be a SB Set-Aside. Fort Lee supports several key Army organizations, and the contractor will provide logistical support across multiple functional areas including Materiel Maintenance, Supply & Services, Transportation, and Ammunition Supply Point. Joint Base Lewis - McChord (JBLM) and Yakima Training Center (YTC): RFP estimated in 2nd Quarter FY 2027, with a response due approximately 30 days after release. The task order is projected for December 28, 2028. This will be a 100% Small Business set-aside. JBLM and YTC host numerous Army units, and the contractor will support maintenance, supply, transportation, and logistics functions. Fort Hunter Liggett, CA (FHLCA): RFP estimated in 3rd Quarter FY 2027, with a response due approximately 30 days after release. The task order is projected for April 5, 2028. This will be an 8(a) Set-Aside. FHLCA hosts various training and support units, and the contractor will provide logistical support including maintenance, supply, and transportation. Fort Polk, LA (FPLA): RFP estimated in 4th Quarter FY 2027, with a response due approximately 30 days after release. The task order is projected for May 17, 2028. This will be an Unrestricted requirement. Fort Polk supports the Military Intelligence Command and Signal Corps, with the contractor providing comprehensive logistical support. Rock Island Arsenal (RIA), IL: RFP estimated in 4th Quarter FY 2027, with a response due approximately 30 days after release. The task order is projected for May 7, 2028. This will be a SB Set-Aside. RIA hosts several Army commands, and the contractor will support maintenance and transportation functions. Additional Information The scope, release dates, and award dates are subject to change. Once an EAGLE requirement is identified, dates for RFP issuance and Task Order awards will be posted on SAM.gov and updated as necessary. The Army will not issue separate synopses for each requirement within the year prior to the Task Order RFP. Task Order RFPs will be issued electronically via SAM.gov, and hard copies will not be provided. For each EAGLE task order, the contractor must provide all services, personnel, labor, facilities, materials, supplies, and equipment unless specific items are called out in the RFP as Government Furnished Property/Material, PWS, or Government Provided Services. Task orders valued at ≤$41.5M are intended to be set aside for competition among small business EAGLE BOA holders. Individual RFPs will specify if a particular Task Order is set aside for small business. Some Task Orders will require SECRET Facility Clearance. Offerors and subcontractors must possess the SECRET Facility Clearance at the time of RFP closing, award, and throughout the contract. The clearance must be in the name and CAGE code of the offeror or joint venture. Possession of an INTERIM SECRET clearance may suffice temporarily, but final clearance is required for classified information access. Clearance sponsorship may be obtained from a contractor with an existing SECRET clearance. Eligibility details are available at www.dss.mil.
