FEMA is seeking comprehensive multimodal transportation and logistics support for disaster response in the U.S. Virgin Islands and Puerto Rico. - Government Buyer: - Department of Homeland Security, Federal Emergency Management Agency (FEMA), including the Logistics Management Directorate and Incident Support Section - Products and Services Requested: - Multimodal transportation services: ground, ocean, and air transport of life-sustaining resources (e.g., water, meals, generators, fuel) - Containerized and breakbulk cargo movement, including retrograde (return) logistics - Shuttle services, cross-docking, warehousing, and catch yard management - Equipment leasing and purchase: container handling equipment (CHE), material handling equipment (MHE), reefer containers (with gensets), chassis, ISO tanks - Asset tracking, 24/7 operations, and quality control/reporting - Warehouse storage (minimum 500,000 sq. ft. per facility) - Travel for kickoff meetings, exercises, training, and site visits - Key Quantities and Line Items: - Thousands of ground and ocean transport movements across multiple regions (Mid Atlantic, South Atlantic, Gulf Coast, USVI, Puerto Rico) - Hundreds of expedited air shipments (standard pallet sizes, below and above 1650 lbs) - 50+ reefer containers for purchase or lease, 1000+ chassis leases, 50+ ISO tank leases - 10,000–20,000 monthly warehouse pallet positions per region - Unique/Notable Requirements: - 24/7 operational capability and rapid response - Extensive logistics and emergency response experience required for key personnel - Asset tracking and detailed reporting - Compliance with Federal Travel Regulation for travel-related services - No specific OEMs or product part numbers are named; the opportunity is open to a wide range of transportation and logistics providers.

Description

This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Part 12 Acquisition of Commercial Products and Services, in conjunction with FAR Part 15 Contracting by Negotiations as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

FEMA is issuing a Request for Proposal (RFP) under FAR Part 12 Acquisition of Commercial Items. The solicitation documents and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation – Revolutionary FAR Overhaul.

The Government anticipates a multiple award Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) type contract that demonstrates the best value to the Government. The Government requests a proposal in response to The Statement of Work (SOW)Attachment. The proposal shall be submitted within the Technical Specifications of the SOW. The Government reserves the right to cancel this solicitation without award if the needs of the requirement are not met. This RFP does not commit to the Government to pay for the preparation and submission of a proposal.
