USDA Forest Service Solicits Janitorial, Trash Removal, and Grounds Policing Services at Winding Stair Recreation Site

The U.S. Forest Service, Oklahoma Ranger District, is seeking a contractor to provide janitorial, trash removal, and grounds policing services at the Winding Stair Recreation Site in the Ouachita National Forest. - Government Buyer: - United States Department of Agriculture (USDA), Forest Service - Oklahoma Ranger District, Ouachita National Forest - OEMs and Vendors: - No specific OEMs or commercial vendors are named; this is a service-based procurement. - Products/Services Requested: - Janitorial services for cleaning and sanitizing 3 SST/vault toilets, including restocking supplies (toilet paper, trash bags) - Solid waste removal from 2 two-bin trash units - Grounds policing, including litter pickup and trash bin cleaning - Contractor must provide all labor, equipment, and materials - Service quantities: 71 units of janitorial services and 71 units of grounds policing/trash removal per year, for each contract year (base plus four option years) - Unique or Notable Requirements: - Compliance with federal anti-discrimination laws and USDA personal identity verification policies - Adherence to state waste transport laws - Emphasis on technical capability, personnel qualifications, and past performance - Quality control and security measures required - Award will be made to the lowest price technically acceptable offeror (LPTA) - Contractor must be registered in SAM.gov and use the Invoice Processing Platform (IPP) for payment - Contract may be extended up to six months under FAR 52.217-8

Description

-This will be a Firm-Fixed-Price Contract between the United States Forest Service and the prospective vendor

-Vendors will have an active System for Award Management (SAM) https://sam.gov account at the time of award and provide the sam.gov Unique Identity Identifier (UEI) in their responses.

-Payment is only made via the Invoice Processing Platform (IPP) at: https://www.ipp.for.fiscal.treasury.gov

-Vendors responding to this solicitation shall submit their quote in accordance with Federal Acquisition Regulation (FAR), FAR 52.212-1. Pursuant to FAR 52.212-2, the criteria for evaluations are (1) Price (2) Satisfactory Past Performance (Exhibit A). The basis for award is the Lowest Price Technically Acceptable (LPTA)

-This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only solicitation; proposals are being requested, and a written solicitation will not be issued. The solicitation is issued as a Request for Quotation (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through the most current version of the FAR and other applicable laws.
