The Food & Drug Administration's Office of Criminal Investigations (OCI) is seeking a secure web-portal solution for its Investigative Analysis Branch. - Government Buyer: - Agency: Food & Drug Administration (FDA) - Sub-agency: Office of Criminal Investigations (OCI) - Office: Investigative Analysis Branch - OEMs and Vendors: - West Publishing (Thomson Reuters) is referenced as the OEM for Clear software - Equivalent solutions from other OEMs are permitted - Products/Services Requested: - 20 concurrent licenses for West Publishing Clear software or an equivalent solution - Option to add 20 additional licenses annually for up to five years - Secure access to public, commercial, and law enforcement records (telephone directories, credit reports, criminal records, social media monitoring) - Must support secure, cloaked queries and multiple browsers/devices - Compliance with Section 508 accessibility standards - Helpdesk support for end users (toll-free, available at least 360 days per year) - Unique/Notable Requirements: - Solution must provide secure, aggregate access to sensitive records - Must ensure user privacy and security (cloaked queries) - Accessibility and device compatibility are mandatory - Option to scale license count annually - Period of Performance: - One-year base period with four one-year option periods (up to five years total)

Description

The Office of Criminal Investigations (OCI) is the Food & Drug Administration’s law enforcement arm responsible for investigating suspected criminal violations of the Federal Food, Drug, and Cosmetic Act, the Federal Anti-Tampering Act, and other related federal statutes. OCI’s Investigative Analysis Branch (IAB) is tasked with the responsibility of supporting criminal investigations through researching resources to validate and corroborate data obtained during criminal investigations.

OCI’s IAB needs a secure, aggregate, web-portal resource for access to public and commercial telephone directories and law enforcement records. Please see attached Requirements Document/SOW for exact specifications of the Government's IT needs.
